DUTIES: The Sheriff is the primary law enforcement agency for Frederick County. The office has county-wide jurisdiction over law enforcement, court security, and the adult detention center. Would work with local college/university to study racial disparity that currently exists in arrests, traffic stops, investigative stops to prevent bias based policing. Results would be shared with the community and collaborative partnership with stakeholders will be formed to address any causes and/or problems discovered. Work with Ethan Saylor Alliance to improve training in dealing with special needs population, work to expand crisis car program.
Cooperation between law enforcement and community and political leaders is good with room for improvement. I will focus on procedural justice, both internally and externally to enhance trust and strengthen relationships. As sheriff, I will prioritize collaborative problem solving that includes community stakeholders and political leaders. I will work to break down silos which will improve service quality and savings in the use of taxpayer dollars.
The 287(g) program has been banned in Maryland. I would follow the guidance of Maryland’s Attorney General, by only honoring criminal warrants signed by a judicial officer and not honor administrative warrants signed by a bureaucrat. Cooperation with ICE would mirror that of cooperation with other federal agencies like the FBI, ATF, US Marshals, DEA, IRS, Postal Inspectors, etc. Sheriff’s deputies would not act as ICE agents or perform the duties of ICE agents.

The Sheriff provides organizational leadership and accountability for the Sheriff’s Office. I am a scientist with a background in research & development and biomanufacturing. I am experienced in working within highly multi disciplinary teams solving complex problems. As Sheriff, I will rely on subject matter experts, evidenced based best practices, and listen to frontline deputies for crafting solutions. As a civilian outsider, I will bring transparency and accountability that civilians want.
Pursue policies that prohibit biased policing, increase accountability, update education and training, increase community outreach, and utilize data analysis. I will prohibit using race/ethnicity to establish reasonable suspicion or probable cause without highly trustworthy and locally relevant information. I will establish an inter agency working group with the Health Department and community organizations to improve policies and practices. Increase co-responder mobile crisis cars.
Building mutual trust with communities is essential and the Sheriff must engage in long term respectful outreach. I believe our Sheriff is failing to improve relationships and trust. I will utilize collaborative models like police-citizen task forces that allow communities to participate directly in decision making and policy development. As Sheriff, I will designate personnel to different sectors of the County to engage with the community every month to support the police-citizen task force
No. The Sheriff’s Office needs to focus on serious crime that affects our residents. Criminals will be pursued and face justice in our court system. Assisting federal agencies with federal immigration responsibilities weakens trust and assistance among community members for pursuing serious crimes. The federal government is violating the rights of residents across our country, trampling due process, and detaining people in inhumane conditions for civil offenses and mistaken identity.

There is no equal or substitute for the current relevant experience in law enforcement and corrections that I’ve gained managing and leading a full-service Sheriff’s Office for 20 years. Real-world experience, ongoing training, and understanding changes in the law allow for effective management and decision-making. Decades-old college degrees and long-past careers in law enforcement cannot prepare someone for the role of Sheriff today. I bring 20 years of current experience in this position.
Policies, resources, and training are already in place to respond to situations involving people with mental health issues. Initial training is provided to all entry level personnel, and annually to all personnel in law enforcement and corrections. Discrimination is avoided by training in anti-discrimination/bias, implicit bias, bias based policing, hate crimes, and cultural diversity. My message to our personnel is to treat every resident of this county the way you would treat your own family.
The levels of community cooperation, involvement, respect, and participation with law enforcement are extremely good. Our longstanding relationships with local, state, and federal agencies are excellent, with routine communication and cooperation whenever needed. Our involvement and support of other county divisions are strong and effective, with open lines of communication and immediate responses. Any differences that exist between public leaders and agency heads are set aside for the citizens.
I would continue to communicate and cooperate with the Department of Homeland Security / ICE, within lawful parameters, to report criminal illegal aliens with detainers. The reason is very simple. The recently ended 287g Program in Frederick County facilitated the removal of 1,884 identified criminal aliens from Frederick County. This county is safer because of the program. Going forward, the concern is that we will not be able to identify the criminal aliens committing the crimes.

After graduating Highschool, I served my country in The United States Marines. In the Marines, I was instilled with discipline, honor, courage and commitment. These traits allowed me to think strategically and understand how to apply tactics to solve tense situations. I bring with me, 33 years of continuous Law Enforcement Service, a Police Leadership Graduate along with West Point Leadership Training. This allows me to be a Leader that is Transformational and a forward thinker.

As Sheriff, it is important to strengthen bonds within our community. By resembling the community that we serve. Implicit bias training and Culture Diversity training will prove to be invaluable to the work we do. By practicing patience at every scene, we will better recognize Mental Illness. Through recognition we will understand that arresting a person in crisis, is not the solution.
It is extremely important to seek out and maintain relationships with the community and community leaders. Through transparency and by being assessable to community leaders everyone benefits.

Decades of law enforcement and leadership experience have prepared me for leading the men and women of the Frederick County Sheriff’s Office. I have spent my entire life serving people through my time with the fire service, service in the church, 35 years with the Sheriff’s Office. Decades of Law Enforcement Experience rising to the rank of Major and completing Law Enforcement Executive Development Training.
My stance will be that policies will be written that are clear, there will be no biased policing and that all staff sworn and civilian adhere to these standards. Training is essential when it comes to mental health concerns. Building stronger relationships with our community mental health partners for more collaboration and transparency is necessary and not just checking a box on an in-service training video which is done in the deputy’s patrol car along with many other training modules.
Trust is key when it comes to law enforcement efforts being successful. If your community has a distrust of the department how can investigative efforts be made by the officers when the public doesn’t trust your agency. Strong communities require trust between the citizens and law enforcement. Deputies should be visible, accessible, and engaged in the neighborhoods they serve. Working with local leaders, social services, schools, and public safety agencies is necessary or we have a failed system
My position remains clear and unwavering; the 287(g) program has been an effective public safety tool for Frederick County. The detention center model focused on individuals already arrested for criminal offenses, ensuring proper vetting before being released back into our community. This approach protects our communities while maintaining order, professionalism, and accountability. Keeping our communities safe must be a priority for any law enforcement agency.
