Frederick County Clerk of the Circuit Court

DUTIES: The Clerk of the Circuit Court of Frederick County is responsible for managing judicial records, recording land deeds, issuing licenses (marriage, business) and collecting frees for the state and county. The Clerk administers oaths of office to Notaries Public, County officials, Judges and Governor appointees. The Clerk can also perform civil marriage ceremonies.TERM: Four-year termSALARY: Determined by the Maryland Board of Public Works. Not to exceed $146,500.HOW ELECTED: County-wide

1. How has your education and life experience prepared you to serve in this position?

2. What are your priorities and what do you expect to be the biggest challenges to achieving them?

In my 35th year as a judicial Employee, I was first elected as Clerk in 1998. Continuing education has been provided by the Judiciary, NCSC, MSU, ICM, and joint conferences I have achieved the designation of Certified Court Manager and Executive.
My priorities are to provide expert training for all staff. Many are cross-trained. My supervisors and I encourage an atmosphere where everyone works together and assists new employees to become part of our success team. Thank you for this opportunity!

My work ethic is rooted in generations of union members and leaders, including my ancestor Terence V. Powderly. I am an AFSCME and former UFCW member. While working full-time and raising my youngest son, I got up early, stayed up late, and studied during every work break. I had access to the Law Library after hours and weekends. I earned a degree in Legal Studies, cum laude and a certificate from the Inst. for Court Mgmt This position demands hard work from 9 to 5, not a political figururehead.
Priority one is protecting Due Process and The Rule of Law for the citizens of Fred. Co. Today, we need local elected officials to declare and affirm their loyalty to the Constitution and not be complicit with the current Federal Adm. The biggest challenge will be thwarting any unlawful directives from Fed. Adm. I will not falter. Second, I will provide court staffers information regarding unionizing with  AFSCME.  Strength in numbers, there are 24 Circuit and 33 District Courts in Md.
