Charles County Commissioner District 2

DUTIES: Charles County is governed by a board of five County Commissioners. Their duties include raising the revenues to fund the capital and operating budgets of county departments and agencies, providing for the public health, safety, and welfare of the residents of the county, adopting and updating the Land Use Plan and Zoning Ordinance, and overseeing the development process. The President presides at meetings and hearings of the Commissioners. The President is the only full-time position.TERM: Four years. Limited to two (2) consecutive or non-consecutive terms.SALARY: Effective Dec. 1, 2026, the commission president’s salary will be $66,117, and the county commissioners' salaries will be $54,555.HOW ELECTED: The president is elected at large by all voters in the county. The four district commissioners are elected by a plurality of voters in their district and must live in the district.

One priority would be to maintain our AAA bond rating which is essential to save the County from budget-draining higher interest rates. A second priority would be to fully fund critical infrastructure such as water, sewer, streets/roads, public safety and public health – all of which are essential for a fully-functioning community. A third priority is to listen to educators, parents and students to make sure we address and fund the educational needs of Charles County Public Schools.
I have supported and would continue to support mindful growth that balances preserving our valued rural character and natural resources with healthy economic development. My record shows that I can be counted on to support the effective implementation of Adequate Public Facilities to stop mindless sprawl. I would insist that growth needs to take place where the infrastructure exists to support it – public safety, seats in school, water, sewer, etc.
Companies invest in communities where the government is predictable, accessible, and fair. I support reforms that require that of our County electeds and staff. Counties thrive that provide companies, families, and future workforce with safe schools, rigorous academics and varied career preparation opportunities. My record supporting education speaks for itself. Inventory services in the County, support economic development to expand, diversify and streamline small business opportunities.
Maintain an ongoing dialogue with SMECO and the Public Service Commission to pro-actively deal with alarming rates for electricity. Invest in the Charles County Charitable Trust to expand non-profit services to those most vulnerable. Partner with independent pharmacies to reduce drug costs. Update the Senior Tax Audit to make the benefits more accessible to those who need it. Support direct-to-consumer agricultural sales to grow agribusiness and reduce food costs for residents.
Incentivize developers to set aside a percentage of units to be affordable for public service employees like teachers, firefighters, EMS and public safety. Rewrite the tax credit for seniors so more can afford to stay in their homes. Create tax exemptions or abatements for first-time homebuyers to buy and renovate older, non-historic homes. Co-mingle federal/state/local funds to establish affordable senior congregate living (private apartments with shared communal spaces and services).

As Mayor of Indian Head, I have balanced budgets while investing in core services. My top priorities are public safety, education, and infrastructure. These investments protect taxpayers, strengthen our workforce, and ensure Charles County remains financially stable and prepared for future growth.
I support preserving environmental resources while directing growth to areas with existing infrastructure. Development must pay its fair share and be closely coordinated and planned with roads, schools, and utilities. Smart growth protects our character, reduces sprawl, and ensures development improves quality of life for current residents. Proper land use and development should create jobs, create attractive spaces, and improve that quality of life for everybody.
The County should streamline permitting, invest in workforce training, and support small businesses and emerging industries. As Commissioner, I will use my executive experience to improve efficiency, build partnerships with educators and employers, and pursue strategic investments that create good paying local jobs. As Mayor, I have worked diligently in Indian Head and we have created a diverse tax base that grew industry and reduced commercial building vacancies.
Affordability starts with responsible budgeting and smart growth. I will work to limit unnecessary tax increases, expand housing options, and support transportation and infrastructure investments that lower everyday costs. Families, seniors, and young people deserve a County where they can afford to live and stay. Every decision i make will be looked at through the lens of affordability.
I will advocate for zoning and incentives that expand workforce and mixed income housing near jobs and services. By partnering with developers, nonprofits, the state, and local municipalities we can increase housing supply while ensuring teachers, first responders, and working families can afford to live locally.
