Carroll County Register of Wills

DUTIES: The Register of Wills assists the general public with administrative processes concerning estates of deceased persons. The Register collects Maryland inheritance tax on estates and probate fees; maintains all records of wills and estates of deceased persons; acts as clerk to the Orphans’ Court; and safeguards wills of living persons who reside in the county.TERM: Four years, no term limit.SALARY: $139,659. Salary is based on the size of the county and determined by the Maryland Board of Public Works.HOW ELECTED: Elected countywide.

I have served as Register of Wills since 2002, gaining extensive experience administering estates, supervising staff, and assisting the public with Maryland’s probate process. My prior roles include Senior Assistant County Attorney for Frederick County, Assistant County Attorney for Carroll County, and attorney for the Maryland Department of Labor, Licensing, and Regulation. I also served on the 2021 Task Force to Study the Maryland Orphans’ Courts.
My priorities as Register of Wills are maintaining efficient, accurate probate services; ensuring courteous, accessible assistance for families during difficult times; modernizing records and technology; and continuing strong collaboration with the Maryland Orphans' Court to uphold transparency, integrity, and public trust in Carroll County’s probate process.
I will maintain and improve service by ensuring the office remains accessible, efficient, and responsive to every family we serve. By continuing to modernize processes, supporting well-trained staff, and providing clear guidance through the probate process, we can help citizens navigate difficult times with professionalism, compassion, and respect while maintaining the highest standards of public service.
Continue investing in modernized probate software systems, cross-training staff to ensure continuity of service, and expanding online access for filings and information. These steps will improve efficiency, enhance transparency for the public, and ensure the office continues providing timely, accurate and compassionate service to Carroll County families.
