Carroll County Clerk of the Circuit Court

DUTIES: The Clerk of the Circuit Court oversees the office that performs many administrative duties for the Circuit Court, including recording the proceedings of the Court; maintaining county records such as land deeds, mortgages, plats, conveyances and other documents. The Clerk issues business and marriage licenses and performs civil wedding ceremonies. The Clerk of the Circuit Court also administers oaths of office to Notary Publics, County officials, Judges and Governor appointees.TERM: Four years, no term limit. As the Clerk for 8 years, this knowledge of the Clerk's Office's structure, procedures, policies, personnel, & relationship with other court personnel & the community prepares me daily for a 3rd term. My leadership capabilities have been evident as Clerk, currently as a state championship HS basketball coach & small business owner, and previously as a secondary educator. I have a Bachelor's degree in history & Spanish from Mount St. Mary's Univ. & a Masters in Education from Wake Forest Univ.
My predominate goal is to continue to give the accurate, efficient, & safe customer service to the public which it needs and deserves. It is imperative that my staff have the working conditions & professional development that they require to be effective and productive. Educating the public is also a priority of mine so that they are aware of our services & scams involving the office. Finally, I recognize safety as a immediate necessity for Carroll County Circuit Court & the entire Judiciary.
Having a welcoming & comfortable office environment is critical for appropriate customer service. As a staunch proponent of accuracy, consistent verification occurs at both a clerk level & supervisor level. Identifying critical gaps in security also assists with a positive court experience. An informative website perpetuates trust as does the Public Service Announcements I initiated & created on DD-214s, scams, & property fraud with assistance from the Carroll Community Media Center.
I am thrilled with the progress my office has made since becoming Clerk in 2018. In addition to seeking feedback from the public, local law enforcement, attorneys, & judges, I continue to hold one on one meeting with my staff to identify any issues & encourage their input for solutions to them. This has made a significant impact on my staff’s job performance, efficiency, office morale, and accuracy. I also maintain positive relationships with the County Commissioners & Carroll Delegation.
