Culver for Carroll
For nearly 25 years, I have served as a prosecutor with the Carroll County State's Attorney's Office, devoting my professional life to working hand-in-hand with the brave men and women of law enforcement to keep Carroll safe. My experience spans cases ranging from traffic tickets to murder. Between July 2021 and December 2022, I acted as interim State’s Attorney. In addition to my trial expertise, I have managed various administrative duties, human resources, budgeting, and our new building
Our Office continually aims to enhance communication with crime victims, witnesses, and law enforcement. Last year, our office served 8,872 crime victims, and while we perform well, there is always potential for improvement.
Proactive law enforcement is key to crime prevention. Our Office collaborates closely with local law enforcement agencies, providing early legal advice and prosecutorial insight before charges are filed. Maintaining this partnership is essential.
Recently, our District Court and Health Department have launched a Mental Health Diversion program, which I support for individuals with mental health diagnoses who are not a threat to the community. Similarly, Drug Treatment Court should target those with substance use disorders, not drug dealers. Drug dealers should be prosecuted to the fullest extent and should receive maximum sentences to discourage others from dealing deadly poison in our County.
The old saying goes, “everything you need to know you learned in kindergarten”—such as treating others how you want to be treated. I respect everyone, including defendants I prosecute. When I explain my recommendation for jail time respectfully, defendants may disagree but usually understand the State’s position. Everyone is equal in the eyes of law and sex, race, creed, or condition does not factor into the prosecutorial decisions made . We prosecute folks for what they do, not who they are.
