Caroline County Clerk of the Circuit Court

DUTIES: The Clerk of the Circuit Court oversees the county office that performs many administrative duties for the Circuit Court, including the maintenance of court records. The Clerk's office files, processes and maintains civil, criminal and juvenile actions. It also records and maintains electronic land deeds, mortgages, plats, conveyances, liens and other land record documents and collects recording fees and transfer taxes. The Clerk administers oaths to County officials, Judges and Governor appointees; issues business and marriage licenses; performs civil wedding ceremonies; commissions Notaries Public; and processes passport applications. The Clerk also manages the office budget as set by the State Administrative Office of the Court.BASE SALARY: $140,600TERM: Four years, no term limit.HOW ELECTED: Elected county-wide.

I believe that I am the most qualified candidate with the right experience for this position. I am a graduate of the Court Supervisor and Manager Certificate Program through the Maryland Judiciary, which prepared me to manage all functions of the Clerks Office with ease. I currently serve on multiple workgroups within the courts, and throughout my career have held various leadership positions.
My priority is to continue to follow the mission of the Judiciary, ensuring that the Clerks office is upholding the mission of fair, efficient, and effective justice for all. I intend to focus my work on staff development through servant leadership. Since I have entered this office, I have focused my work on expanding non-case knowledge, record retention, and sound fiscal management.
The court has seen many changes, most recently with new technology such as MDEC, the NCRS cash register system for Non-Case, and working toward addressing citizen concerns regarding title fraud in land records. My hope is to be a resource for citizens, that they know they can enter the Clerks office and we will assist them to best of our knowledge. Sometimes that means just having the resources to point them in the right direction.
