DUTIES: The responsibilities of the Sheriff’s Office are similar to those for police departments. The Sheriff is responsible for security of prisoners brought into the Baltimore County Circuit Court and cooperates with all law enforcement agencies in maintaining order.ANNUAL SALARY: $90,000.TERM: Four years with no term limits.HOW ELECTED: Elected countywide.

With over 25 years in law enforcement and executive training from FBI-LEEDA, Northwestern University, the Southern Police Institute at the University of Louisville, and Police Executive Development at Penn State, I am prepared to lead a modern Sheriff’s Office. As statewide president of the Maryland Fraternal Order of Police, representing over 20,000 members, I have worked on policy, accountability reforms, and leadership that balances officer professionalism with community trust.
My priorities are crime prevention, community trust, and modernizing the Sheriff’s Office. I will strengthen training in de-escalation and crisis response, improve technology and civil process systems, and establish a 24-hour domestic violence program. I will ensure the office operates with transparency, accountability, and professionalism while supporting the men and women who serve.
Public safety improves when residents are partners, not observers. I will expand engagement by building strong relationships with civic groups, faith organizations, and neighborhood associations. The Sheriff’s Office will maintain open communication, listen to community concerns, and work collaboratively with residents to address problems before they escalate.
The Sheriff’s Office supports public safety through effective warrant service, court security, civil enforcement, and coordination with law enforcement partners. I will emphasize proactive strategies, data-informed decision making, and strong interagency collaboration. By modernizing operations and focusing on prevention, the office can help reduce crime and improve safety across Baltimore County.
Addressing drug use requires both enforcement and prevention. The Sheriff’s Office will work closely with law enforcement partners to disrupt drug trafficking while supporting diversion, treatment, and community resources for those struggling with addiction. Collaboration with public health agencies and community organizations, and prevention programs is essential to reducing substance abuse and its impact on crime.

Public service and law enforcement as an Army veteran, Military Police and MP Investigator, followed by 15 years as a Criminal Investigator with the Department of Justice, then 5 years as a Federal Air Marshal -as a Certified Protection Professional, I’ll keep our courthouses, Judges, witnesses and most importantly, victims safe. My service includes years with Maryland Responds Medical Reserve Corps in Baltimore and DC as an Emergency Manager and as a Volunteer Firefighter/Instructor/EMT.
Policing without politics. I’ll use my leadership and management skills to train and oversee the existing team of Deputies to maintain a safe, secure Court system, where all citizens have their rights preserved. I’ll strive to preserve sensitive records and evidence against evolving technological threats, and to recruit and develop a strong and diverse team of Deputies and Supervisors. This includes preparing my successor, as I support term Limits in public office.
It will be the goal of the Sheriff's Office to establish close relationships with the community through teamwork with our County Police and support Community Policing programs, and coordinate with neighboring counties and the City. I will meet with community organizations from Sparrows Point to Maryland Line, Towson to Oella, and to English Consul to hear their concerns, and closely advise our County Council and Baltimore County Delegation in Annapolis for needed updates in future legislation.
Effective policing puts community first. I am committed to serving all our citizens with professionalism, integrity, and empathy, using the budget efficiently, pursuing outside grants, and ensuring that every dollar we spend strengthens safety and support across the county, and working with our neighboring jurisdictions, State and Federal law enforcement partners.
By emphasizing that addiction is a treatable disease. Education and Awareness with partners across the County; Preventing Overdoses: Expand access to Naloxone and provide training to first responders and the public. Train my staff as EMT’s where possible, equip them with Narcan.
I have been with Baltimore County Sheriffs Office for over 23 years and I am still currently employed there to this day. I have worked all assignments from court security to road to warrant unit and transportation which I am currently assigned to.
My priorities for the Baltimore County Sheriff Office would be to update equipment, uniforms and our report writing system. Better communication with our Baltimore County Police Department, Bureau of Corrections and with our other State and Federal law enforcement partners. I would impove staffing and morale in the office. More community involvement with the public. Updated security and better safety protocols for our Circuit Court.
I would have the Sheriff Office do more community outreach with the public.
Crime is primarily handled by Baltimore County Police Dept and they do an outstanding job for Baltimore County. The Baltimore county sheriff main responsibility is the Circuit court of Baltimore County. The Baltimore county sheriff office is always ready to assist the Police when outside of the Courthouse. Our road deputies deal with the public on a daily basis and often are able to assist as they monitor the radio for calls of service.

I’m a retired Baltimore City Police Officer with over 30 years of law enforcement experience as well as a bronze star recipient from the Baltimore City of Department. I curranty work in the intel section of the Baltimore City Police Department doing surveillance with the crime cameras. I’m also currently a partial business owner of GDR Automotive. In 2005 I owned Mopping Joys Unlimited LLC. where I negotiated cleaning contracts with companies like Whiting and Turner.
The most important priority is to ensure the safety of the community, Judges, detainees and visitors who conduct business within the courthouse. In addition to helping the Baltimore County Police reduce crime. Restore community trust back into law enforcement and ensure that officers receive the best training and modern technology. Recruiting a balance of younger and experienced officers. Getting Sherriff officers out in the community with more vehicle
I would conduct town hall meetings to listen to community members concerns. In addition, to conducting brainstorming meetings with community leaders as well as the states attorney’s office to resolve issues of public safety. Creating a database that has a quarterly new letter that informs county residences how to prevent becoming a victim of crime. Officers interacting with community members, and business owners. Creating a webpage that profiles Baltimore County top 10 most wanted persons.
The Sheriff’s office can help reduce crime by putting more mobile patrols on the streets. Assist Baltimore County Police with calls of service to help free up their mobile units. Give officers take home vehicles which will help deter crime. Officers getting out of their vehicles and engaging with county residence and business owners. Officers remaining highly visible with flashing overhead lights during night patrols.
The best approach to addressing the drug use problem is implementing the Harm Reduction program, which is a public health approach aimed at reducing the negative consequence associated with drug use. Creating easy access points for drug users to get clean needles and Narcan. Teach users to implement a buddy system to reduce overdoses. like, informing users to have a buddy with them when they use. In addition, to always carry Narcan. Sheriffs informing users of locations to get help and services.
