DUTIES: Members of the Council pass legislation, adopt the budget, set the county tax rate and exercise planning, zoning and subdivision responsibilities. The Council makes appointments to the offices, committees and commissions that are directly responsible to the legislative branch.SALARY: $69,000 for council members and $77,000 for council president.TERM: Four years with no term limits.HOW ELECTED: The county is divided into nine council districts. Each district is represented by one council member who must reside in that district and who is elected by only those citizens who reside in that specific district.

I was first elected to the County Council in November 2022. I predominantly represent inner beltway neighborhoods like Towson, Loch Raven Village, Parkville, Overlea/Fullerton and Rosedale. Prior to being elected, I served as a volunteer on the CCBC Board of Trustees for 8 years. I was also twice President of Towson Communities Alliance which is an umbrella group for Towson's 30+ neighborhoods. I've been part of the volunteer team that funds and operates the Loch Raven / Towson July 4 Fireworks.
I believe replacing our aging infrastructure such as hundreds of roads that currently need re-paving. We have failing sewer pipes, old schools, aging firehouses and police stations. State and federal funding has been constantly cut over the last 25 years and Baltimore County is feeling the strain of replacing infrastructure especially in our older, inner beltway neighborhoods. Another issue is school performance and student behavior that has improved, but still needs much attention.
Baltimore County has to have a balanced budget. Unlike the Federal government we cannot run a deficit. My priorities are to encourage spending that improves our citizens' quality of life - good schools, adequate police protection, improved infrastructure and encouraging employers to locate in Baltimore County. Many of our residents are underemployed or need skills to make higher wages. We have a great partner in CCBC to train citizens, but we also need to attract higher paying jobs here.
Affordable housing is a constant subject of attention and we have made great strides in Baltimore County in the last 8 years providing new affordable housing communities. But I also see older (often affordable) neighborhoods that are stalled out because of underperforming schools or crime concerns. Sometimes these same neighborhoods don't have amenities that young buyers look for like parks, greenspace, walking trails or community activities. We collectively need to improve these areas.
Baltimore County needs to attract new employers to come here. We also have to add more skills training at the high school level so we are graduating students who have paths to good jobs - to live a dignified life, be able to afford to buy a home and raise a family, if they want. Government is usually not good at creating jobs, but we can do more to train our young generation and also to make sure we are doing everything we can promote the county as great place to do business.
Roads, schools, libraries, rec centers, schools are all visible things that citizens see every day that need attention - renovations or replacement. We also have items you don't see like sewer pipes, stormwater systems that need to be replaced as some are 70-80 years old. It is costly and not something that we get to show off, but if they fail - we have major problems. Many of our older neighborhoods were not built with adequate stormwater systems and they often need retrofitting.

I bring over 30 years of experience as a legal administrator and legal assistant. My extensive professional background, combined with my education, makes me a strong and well‑qualified candidate. Throughout my career, I have supported individuals during some of the most challenging times in their lives, and I take pride in providing compassionate, reliable, and knowledgeable assistance.
The list of pressing issues is extensive ranging from healthcare, finances, education, immigration and the environment.
The priorities for the county budget are education, public safety, and quality of life to name a few.
This issue involves an approach that prioritizes compact, high-density development within existing urban areas rather than expanding into natural, undeveloped land.
Baltimore County can drive economic growth by investing in workforce development, enhancing housing affordability/transportation to attract talent, and fostering innovation through partnerships with educational institutions.
I would support policies that utilize utility and housing upgrades; policies that support modernizing transporation and enhancing parks and public facilities.
