DUTIES: Members of the Council pass legislation, adopt the budget, set the county tax rate and exercise planning, zoning and subdivision responsibilities. The Council makes appointments to the offices, committees and commissions that are directly responsible to the legislative branch.SALARY: $69,000 for council members and $77,000 for council president.TERM: Four years with no term limits.HOW ELECTED: The county is divided into nine council districts. Each district is represented by one council member who must reside in that district and who is elected by only those citizens who reside in that specific district.

I work inside Baltimore County government every day improving services, analyzing legislation, and leading county-wide initiatives that deliver results for residents. I have experience in both federal and county offices and understand how policy becomes action. As a lifelong Owings Mills resident and BCPS graduate, I know this community and am ready to serve effectively on day one.
Affordability, infrastructure, public safety, and economic opportunity are the most pressing challenges facing our county. Residents need housing they can afford, reliable transportation, safe neighborhoods, and good paying jobs. We must ensure equitable investment in Northwest and Western Baltimore County and deliver practical solutions that strengthen working families, seniors, and small businesses.
A responsible, balanced budget should reflect our values. I support fair pay for teachers and first responders, full funding for public schools, and stronger investment in infrastructure, housing, and senior/family services. We must ensure we have community input throughout the budget process, pursue state and federal funding where possible, invest in our residents, and prioritize smart growth.
We are facing a housing affordability crisis. I support inclusionary zoning, transit-oriented development, and expanded support for first-time homebuyers and seniors. We must strengthen renter protections and enforce housing codes while directing growth responsibly and preserving green space so development benefits communities without overwhelming them.
County government can support job growth by streamlining permitting, expanding workforce training, investing in small and minority owned businesses, and expanding Boost fund eligibility. I will champion revitalization of the Liberty Road corridor and build partnerships between schools, employers, and county agencies to create career pathways in skilled trades, life sciences, and technology.
Our roads, sidewalks, and public facilities need serious investment. I will work to repair potholes, implement ADA upgrades, traffic calming, and green infrastructure to address flooding and climate impacts. I will work with our state and federal partners to secure funding and prioritize aging corridors and underserved neighborhoods to ensure safe, reliable infrastructure countywide.

After 32 years on the Central Committee and decades managing County and State programs, I’ve spent my career bringing agencies, communities, and stakeholders together to solve problems. I’ve helped draft and pass 36 pieces of legislation and redistricting reforms that strengthened transparency, fairness, and representation. This has prepared me to serve on the County Council with a practical, collaborative approach and a commitment to equity, accountability, and community‑centered policymaking.

We must prioritize capital planning, control long-term liabilities, align development with school capacity, and ensure economic growth expands the tax base without overburdening homeowners. Sustainable budgeting will determine our long-term stability.

I have also served as a congressional staffer, Maryland Transportation Commissioner, and former PTA President. Baltimore County faces several pressing challenges: managing responsible growth, improving transportation and infrastructure, expanding affordable housing, and ensuring strong public schools. We must also address rising costs for families, support economic development that creates good local jobs, and protect our environment. The County must plan carefully to balance growth with community needs and maintain a high quality of life for everyone in the county.

We must also invest in community centers and programs for youth and seniors, expand affordable housing, and support small businesses.
