I come from the business world. I have been in the financial services industry for more than 30 years. I have owned my own financial services business for almost 25 years and you learn valuable lessons that prepare you to be County Executive.
As a business owner and President of my company I have learned the following:
• First, you learn hard work. Jobs and tasks do not complete themselves.
• Second, you learn accountability. When you are the CEO of your own company the buck stops with you.
• We must make Baltimore County business friendly and grow our economy.
• We must deal with our growing crime problem especially as it relates to youth related criminal activity.
• We are going to have to tighten our budget, look for efficiencies, and realize government cannot be all things to all people. Government is funded by taxpayers.
The County Executive must be actively involved in setting policy direction, priorities, and management oversite.
• My skills as a business person with a background in finance will be an asset.
• I believe we need a through review of every agency in the county. I would likely look for an initial 5% to 7% reduction in all agencies except law enforcement as we conduct our financial review.
• I think it is important to be open, honest, and transparent in the operation of county government.
First, as it relates to the URDL (Urban Rural Demarcation Line) I support protecting the existing URDL and oppose moving it. I want to make my position clear on this matter.
• Housing has multiple challenges in every jurisdiction.
• I think we will to preserve existing housing units and make sure they remain viable and affordable.
• I think we have to address the delays in the permitting process for homebuilders. Our current process seems very slow and inefficient to me.
Baltimore County has everything we need to have a thriving economy. We just need to prioritize our efforts to become business friendly.

I believe the first obligation of a County Executive is to provide for the safety and well-being of the citizens and that is exactly what I am going to do.
Our next step is to make Baltimore County business friendly. It is simply too difficult to do business in Baltimore County.
Our third step is to undertake a full review of county spending agency by agency to look for potential cost reductions and savings.

I served more than three decades in the Anne Arundel County Fire Department, rising through the ranks to become a Division Chief and helping lead Maryland’s emergency response during Hurricane Katrina. I have represented residents on the Baltimore County Council since 2014 and was elected Council Chairman 4 times. I have led legislation on police reform, free college, free school meals, blocking ICE detention & housing. This combination of experience has uniquely prepared me to lead the County.
The most important challenge facing Baltimore County is population decline. When residents and businesses leave, it weakens our tax base and threatens our quality of life. To reverse this trend we must strengthen public safety, support strong schools, expand housing opportunities, and grow our economy so families and businesses choose to stay, invest, and build their future here.
Population decline threatens the county’s long term fiscal health. When residents and businesses leave, revenue shrinks while costs remain. As County Executive, I will focus on growing the tax base by attracting new employers and residents. That means shifting from passive economic development to actively recruiting businesses that fit our strengths. I will maintain disciplined spending and ensure we fund the services that make Baltimore County a great place to live, like schools and safety.
Baltimore County must expand housing opportunities while protecting community character and green space. I support increasing affordable housing, protecting renters from discrimination, and strengthening code enforcement so homes are safe and well maintained. Thoughtful planning and responsible development can ensure families, seniors, and workers can afford to live in our communities.
Baltimore County must shift from passive economic development to actively recruiting businesses that match our strengths. We should market the county’s workforce, location, and infrastructure and pursue employers that bring quality jobs. I will also support small businesses, invest in workforce training, and ensure key economic hubs like TradePoint Atlantic continue to create opportunities for residents across the county.
My first priority will be reversing Baltimore County’s population decline. That means growing jobs, expanding housing opportunities, and strengthening public safety and schools so families choose to stay and new residents choose to move here. I will also focus on attracting businesses, supporting small businesses, and making county government more responsive and efficient for residents and employers.

I have worked at a senior level in the Governors Office, Mayors Office of Baltimore City and served on the Baltimore County Council for 8 years. In my career I have not shied away from tough political fights. I’ve drafted & managed large budgets, protected the Inspector General, expanded the County Council from 7 to 9 districts, reduced school overcrowding, modernized zoning and led on the county’s Bag Bill. Baltimore County needs disciplined leadership and someone that can produce real results.
For too long, Baltimore County has been driven by the same lawyers, lobbyists, and well-connected developers in Towson. If we are serious about real progress, we need a government that puts residents first, one that actively seeks community input and listens before decisions are made. As a county we must retrain our focus on our older, aging neighborhoods & commercial corridors that have been neglected and ignored for decades. That’s how we build trust and move the county forward together.
Before serving on the Council, I drafted and managed $3+ billion budgets. As County Executive I will instill budget discipline while still meeting community needs and providing county services that residents rely on. We must also give residents a real voice in the budget process by holding budget town halls at the beginning, not the end of the process, so community input can meaningfully shape priorities and ensure the final budget reflects local needs.
We must preserve the urban, suburban, and rural character that makes Baltimore County a great place to live. I’ve worked with communities to protect hundreds of acres of green space while supporting housing in environmentally responsible locations. I expanded affordable housing tools through mixed-use overlay districts in our zoning code to further support transit-oriented development. I will also restructure the permits department to streamline and speed up the building process.
Our Department of Economic & Workforce Development has primarily emphasized workforce training. We are preparing talented workers only to watch them leave for jobs elsewhere. We need to be stronger on business retention & attraction. It’s time to align training with opportunity by partnering with our largest employers. We must actively be out in the world recruiting new businesses and manufacturers to the area so residents can build strong careers right here in Baltimore County.
As County Executive, I will prioritize our inner-beltway communities and neglected commercial corridors and establish an Office of Community Conservation that is present in neighborhoods every day, listening and responding to residents' concerns. This office will have the authority to coordinate agencies and a seat in the budget process, ensuring community voices shape county decisions. I will also overhaul the permits department to accelerate housing and address speeding and aggressive driving.

I bring experience from military service, federal government, entrepreneurship starting retail businesses from the ground up, and building an international export company. My work in humanitarian efforts, community engagement, public affairs, and membership in the Council on Foreign Relations reflects a commitment to service. As an immigrant who experienced Section 8 housing, food stamps, and foster care, my life journey taught me to lead with compassion and empathy.
Affordability and household stability are the defining challenges in Baltimore County. When families must choose between groceries and paying their BGE bill, communities cannot thrive. Rising housing costs, overcrowded schools, and transportation gaps add pressure. Many people no longer trust their government, and council members doubling their pensions while children go to bed hungry is exactly why—especially when those same council members now seek to lead it as County Executive.
The County Executive must maintain a balanced budget while protecting essential services. I will review contracts and sit down with each agency head to identify inefficiencies and eliminate waste. The Inspector General’s reports have shown we can do better—and we must. Teachers, police, and EMS will be protected while ensuring taxpayer dollars are spent responsibly and transparently.
Baltimore County can preserve green space while expanding housing. We must move beyond a “not in my backyard” mindset and see the county as one body. Thoughtful mixed-use development—like apartments above businesses along Merritt Boulevard in Dundalk—adds housing responsibly. We should also examine limits on investors and companies buying large numbers of homes and pricing residents out.
Baltimore County should support small businesses, strengthen skilled trades, and embrace the AI economy. We must also make it easier for businesses to locate and grow here, not push them away with unnecessary barriers. By working closely with BCPS, employers (including county agencies), and colleges, we can introduce students early to real careers and the skills needed to become the next generation of workers and leaders.
From day one, my administration will put people and their dignity first. We will review county contracts, eliminate wasteful costs, remove unnecessary red tape, and direct agency heads to work together as one unified government rather than operate in silos. We will implement our four pillars to address the affordability crisis, open up a public calendar to allow residents to book direct-access meetings with myself, and most importantly work to restore trust in government.

My degree in Political Science from Towson University, combined with leadership in my community association, teaching Citizenship in the Community, Nation and World for the Boy Scouts of America, and years of volunteer work, has prepared me to lead. I understand that effective government starts with serving people—by ensuring safe communities, strong schools, reliable infrastructure, economic opportunity, and responsible stewardship of county resources.
Public safety is Baltimore County’s most urgent priority. Residents deserve communities where they can live, work, and raise families without fear. I will ensure our police, fire, EMS, and 911 systems are fully staffed, funded, and equipped. We must also invest in critical infrastructure like water and sewer and pursue juvenile justice reforms that promote accountability and reduce repeat crime.
As County Executive, I will deliver a disciplined, balanced budget by prioritizing essential services and eliminating wasteful spending. Government must live within its means. We cannot rely solely on state and federal funding or pass financial burdens onto taxpayers. Responsible fiscal management will ensure Baltimore County remains stable, efficient, and accountable.
Baltimore County needs affordable housing, but growth must be planned responsibly. Development should align with infrastructure capacity, including roads, water, sewer, and schools. I support thoughtful, mixed-use communities that provide access to services while preserving green space, parks, and recreational areas that enhance quality of life for families.
Baltimore County’s economy must be diverse and resilient. I will support job growth across healthcare, government, technology, and small and mid-sized businesses while actively attracting new employers and enhancing trade schools and apprenticeships so that we have skilled workers ready to fill these job openings. We must also strengthen tourism and waterfront development to showcase the county’s restaurants, retail, and natural assets as economic drivers.
My first priority is restoring public safety, trust and accountability. Crime must have consequences, and our communities must feel protected. I will also focus on lowering the financial burden on residents by advocating for relief on energy, water, taxes, and fees so families do not have to choose between basic necessities like food, medicine, and utilities.

I’m the only candidate who has served in our school system (as School Board Vice Chair), founded a group to fight for housing, smart growth and transparency (We The People), has worked with small businesses to create jobs (as an attorney) and has a real plan, built from 500 sit-downs with residents. I also serve on a community development organization board and served on the County’s Workforce Development Board. A son of the County, my wife and I are raising our four kids here too.
The County is losing population for the first time in 100 years. That’s because it’s not affordable to live here — housing, childcare, energy and more. And while County government can’t afford teacher contracts and 30,000 students live in extreme poverty, the County Council doubled their pensions on the way out of office. We must reform government and turn a page on the culture of self-dealing, so we can start fresh and take power out of Towson and put it in the hands of communities.
I served as Vice Chair of the School Board, which manages 50%+ of the County budget, and became expert in budgets. I also work as a business attorney and dissect financial statements regularly. With a decreasing tax base, crumbling infrastructure and a 58%-funded pension system, we must do more with less. That’s why I plan to implement zero-based budgeting to build each year’s budget from scratch. This forces us to justify every dollar. I’ll also rebuild BCStat to better measure performance.
I co-founded We The People 4.5 years ago to fight for housing and transparency. Through this, we built the most comprehensive plan in this race — our “One County Initiative.” It starts by overturning the Council’s housing ban and “councilmanic courtesy” where developers pay for Council influence. And it continues by creating HousingStat, making community-led growth plans legally binding and overhauling permitting. We’ll also develop a Green Infrastructure Network to connect green space.
I spent 8 years on the Workforce Development Board, and I’m the only candidate with private sector experience helping to create jobs and technologies. The goal: Modernize. This starts by creating a stakeholder-led comprehensive plan, breaking up economic and workforce development into two different agencies (like other counties) and hiring dedicated staff (we only have 3 economic developers). We’ll also create a “red tape czar” to audit processes and establish a “concierge” approach to services.
The goal is to make our “One County” more affordable, inclusive and modern—and hopeful. This means (1) $200K starter homes & revitalized town centers, (2) universal pre-k, more community schools & an Office of Childhood Hunger, (3) a new jobs dept and “innovation districts” near colleges, (4) 600 new police officers to solve shortage, (5) a BGE rate freeze & public power option, (6) a 25% property tax credit for seniors & (7) a new Dept of Human Rights & Equity. As a former Marine and an elected official for twelve years, my career has been in public service. I strive to be a problem solver, and I believe my record in public office shows I work to find common sense solutions. I am running as a public financed candidate meaning I am taking no PAC or corporate money. I will answer only to the residents of Baltimore County.
For too long Baltimore County has been run by a pay-to-play system. We need to build a local government that is looking out for the concerns of regular people, not big donors. That means taking on issues like affordability, quality education, smart growth, and a cleaner environment.
My experience on the Appropriations Committee taught me the most important demonstration of where our values lay is in where we spend our money. I will work to ensure that we meet our obligations to fully fund our schools, public safety entities, and work to build a budget that is inclusive and one that looks out for regular residents, not wealthy interests.
Smart planning begins by putting planning professionals and our communities in the driver's seat. Not developers and their campaign contributions. Over the last four years on the council I have worked to expand affordable housing and protect our environment. And, as County Executive I will fight to ensure everyone has a seat at the table.
Economic growth should be predictable, efficient, and tied to community benefit. I will streamline permitting so government services work for everyone. We need to be strategic about growth by focusing on revitalizing commercial corridors and supporting transit-oriented development and making investments and fostering partnerships between schools, community colleges, labor, and employers to create clear pathways to good-paying jobs.
I will fight to restore trust in our local government by making the county government work openly, reliably, and for the people it serves. I will focus on transparency and accountability. I will end the backroom deals and pay to play system. I will invest in strong, healthy communities through fully funded schools, recreation opportunities, and government that puts people over corporate interests.
