Will County operates under the County Executive form of government, whereby the County Executive is elected at large and is responsible for the day-to-day administration, and the County Board is the legislative body responsible for establishing policy. It represents unincorporated areas of Will County.As the policy-making body of county government, the Will County Board does touch the lives of residents in important ways. The budgets we establish distribute your hard-earned tax dollars to fund county agencies providing roads, community health programs, courts, police protection, jails, workforce training, victim-witness programs, and veterans assistance, to name a few. We set the budgets for all county agencies and play a key role in transportation issues (including road building and airports), most notably the airport proposed for eastern Will County. We prepare for commercial and residential development by planning for transportation, land use, and zoning while maintaining modern building codes for the protection of the public. Alex Zapien is the Lockport Township Supervisor, appointed in 2023 and elected in 2025. A first‑generation immigrant who grew up low‑income and lost his father young, he earned degrees from Harvard and the University of Chicago. Before public service, he worked as a software engineer, operations manager, and volunteered with a civics and immigration nonprofit. In 2024, he served as a DNC Delegate for Kamala Harris in Illinois’ 14th District. He now chairs the Lockport Township Democrats and serves as Secretary of the Will County Democrats. As Supervisor, he launched free mental health and vaccination services, invested in infrastructure and senior transportation, and cut the tax rate by 12%. He’s ready to bring that focus to the Will County
As Township Supervisor, I serve as the chief executive of Lockport Township and Chair of the Board, representing Romeoville, Crest Hill, Lockport, and unincorporated areas—over 60,000 residents. In this role, I launched a free mental health program with the Lockport Fire District and created free health screenings and vaccination clinics with Jewel‑Osco. I achieved these results while cutting the township tax rate by over 12% and lowering the tax levy by more than $200,000. I also oversee all town and road funds, managing an annual budget of over $10 million.
Will County’s biggest challenge is the rising cost of living, especially high property taxes. As Lockport Township Supervisor, I’ve shown that government can be fiscally responsible without cutting services. I have never raised the Township's tax levy. When I took office in 2023, the levy was $2.25 million; today it is $1.94 million for 2024, 2025, and 2026. By holding the levy flat instead of allowing annual increases, I’ve saved taxpayers more than $1.3 million. I would bring that same discipline to the Will County Board.
District 9 faces a major challenge from rapid warehouse expansion and the heavy truck traffic that follows. Development can strengthen our tax base and bring good union jobs, but it must be balanced with residents’ concerns about congestion, safety, and pollution. If elected, I would support responsible development in appropriate areas, ensure truck routes protect neighborhoods, and work collaboratively with residents, businesses, labor, and local governments to manage growth in a way that benefits the whole community.
As an immigrant who came to the U.S. at one year old and later became a citizen, immigration is deeply personal to me. After naturalizing, I volunteered with a civics and immigration nonprofit and taught citizenship courses, seeing firsthand how committed immigrants are and how difficult the process can be. Federal immigration enforcement must respect constitutional rights and due process. ICE’s deployment has been overly aggressive, poorly vetted, and used far beyond its intended purpose, harming families without improving safety. My priority is a fair, realistic path to citizenship. Families who work, pay taxes, and contribute to our communities should not wait decades for their applications to be processed.
