City council members are elected to four-year terms. The duties of city council members include enacting ordinances and resolutions, setting public policy, managing the city s finances, establishing employment positions and salaries for city employees, controlling village budgets, and confirming mayoral appointees. An at-large council member is chosen by the city’s entire electorate and is charged with representing the interests of the city as a whole, rather than a specific section of it.
