Endorsements
Recognized as the City of Wyoming's 2023 Citizen of the Year. "I’ve known Elena M. Pavel for 22 years and she’s always been a fighter for growth and opportunities in her community, and particularly for making great things to do and learn available to our youth so that they grow and they help grow our country as far as it can possibly go. Her determination, innovation and perseverance are an inspiration to us all." Adrian S. Petrescu, Ph.D., J.D., M.Sc.
Political Philosophy
I am independent. I believe in government that is accountable to the people. I will draw wisdom and ideas from the community. I will work for the good of the citizens, for the benefit of my neighbors. I will listen, I will judge every request, every complaint with an open mind, and decide what to do using common sense.
My background in economics, management, and marketing has equipped me with the ability to analyze policies, manage budgets, promote opportunities and ideas, and engage with community members. I worked with many organizations involved in community.
My top three priorities will be modernization, safety, and infrastructure.
Keeping up with the latest technology and strategy trends (digitalization, cybersecurity, smart city) will ensure Wyoming’s position as a safe community to live in and educate our children.

Political Philosophy
I believe public service is about listening first and leading together. It means creating space for every voice, responding thoughtfully to community needs, and making decisions that reflect our shared values. Effective leadership also means working side by side with fellow Council members, city staff, and neighboring communities to find solutions that no one can achieve alone. Public service requires collaboration, transparency, and trust—and it works best when leaders bring people together to shape outcomes that strengthen our community. For me, it’s about delivering practical results while preserving what makes Wyoming special: our sense of connection, safety, and belonging.
Incumbent Council member, Chair of Streets & Roads, serving on Finance, CIC, and Joint City-Schools. With 25+ years leading organizations, I bring financial stewardship, strategic planning, and collaboration to strengthen Wyoming.
My top priorities are: (1) Strengthening infrastructure by rebuilding roads, upgrading water systems, and improving pedestrian safety (2) Driving execution of the current Master Plan while developing the 2028 Masterplan to guide the next decade of growth, safety, and connection; and (3) Promoting transparency and collaboration by working with residents, Council, city staff, and neighboring communities to deliver results that preserve Wyoming’s safety, connection, and belonging.
