notes Ruth Ann Booher is an accomplished executive and community leader with extensive experience in government, healthcare, business and education. Throughout her career she has combined strategic leadership with hands-on management to deliver measurable results.
Elected by the people, a board member serves at the pleasure of the community, representing their voice to define and clarify matters that affect the quality of public education. The primary responsibility of a Board of Education is establishing policy, guiding the school district and hiring effective administrative leadership.

As an accomplished former executive and community leader, with experience in government, healthcare, business and education, I am passionate about working cooperatively with the community and fellow board members. When points of view are varied, our professional skills lead us to positive solutions. Serving as the Deputy, Dir. of Commerce, Consultant- the Ohio Dept. of Health, Dir. of Development for a hospital, and a business owner, my background prepared me for community service. My home was purchased and demolished to make room for corporate growth. I deeply understand the need to be vigilant in managing the future of Johnstown.
1. School Boards and communities must maintain local control of the educational process. Parents' rights must be respected. Unfunded mandates and legislative mandates continue to be a challenge at the local level. 2. The continuation and expansion of skilled trades for students is essential. Students must be provided with exposure to career opportunities that will enrich their lives. 3. Our current school board has been and will continue to be exceptional stewards of taxpayers dollars. We must work with local government to ensure new growth pays for the impact placed on our community and our schools.

The current school board is committed to not raising taxes when possible. The community residents have complimented this board on the efficiency and attractiveness of our schools. We are proud of the renovations of our schools and that tax dollars were used wisely. We must continue to work with our surrounding government agencies to control growth and remain fiscally responsible.
The school board continues to evaluate and focus on both the physical structures of our district and the quality of education we provide. Our commitment to the significant expansion of the vocational opportunities is demonstrating rewards both from students, community residents, and future employment opportunities.

Financially, we continue to evaluate and seek balance for our wants and needs. Board accomplishments - building new high school, new elementary school, remodel of elementary School, to intermediate school, and developing the North Campus, to expand athletic fields. The Board provides tutors and coaches for core curriculum courses since COVID. All projects were completed on time and in budget. Going forward, I have requested we implement a mechanism for tracking the success of our students both for vocational, military and college bound students. No matter what path the students choose, it is critical to know if we have prepared them well.
The community support of students is our public schools is outstanding in every venue - academically, athletically, musically, expressive arts, etc. The life lessons in every area provide a broad spectrum of educational value. Our goal is to prepare them for future positive experiences and opportunities.

Over 90% of our students are involved in extra-curricular activities. However, I strongly believe that every child learns differently and in a multitude of environments. One size does not fit all. We are very proud of our educational environment and the balance we offer to all of our students. However, I am always open to evaluating new proposals for student learning opportunities. They are our future! Our community and schools are alive and well.

The role of a school board member is to represent the views and interests of the community they serve and work with the other board members and administrative team to accomplish goals that will prepare the children of the district to succeed.

I believe that I am the best candidate to fill this role because I have demonstrated in my current and previous terms on the board that I am able to work as a team and lead, when necessary, to accomplish great things. The current school board has worked extremely well as a team and this is evidenced in the continued successes that are being achieved.

The district has brought skilled trades to our campus through a partnership with CTec, the district has improved our math scores and has implemented new curriculum that is aligned for K-12. The district is working well with our local government representatives to control growth and ensure that current residents do not take on the financial burden that growth will bring.
The top 3 issues for the district include continuing to expand student opportunities, collaborating with our surrounding government agencies to manage growth, and maintaining fiscal responsibility.

Expanding student opportunities leads to student and community success. Our students have more options to attend college, enlist in the military, and earn a skilled trade on our campus. We now offer three career and technical programs at our high school.

Working to control growth will allow the district to expand but at a pace that does not negatively impact the schools and limits growth to ensure that we don't grow beyond the need of 1 high school and remain a community.

Remaining fiscally responsible is essential so that we do not tax our current residents out of the district. This can be achieved by working with local government to ensure that new growth pays for the impact to the community and schools. I am and have been committed to not asking for any new taxes from our residents.
I would like to see continued improvement in testing scores as a premiere school district that we are. I would like to see the completion of the new buildings and facilities that are currently being designed and beginning construction. This includes a training center, additional multi skilled work spaces and athletic facility upgrades.

Additionally, I would like to complete economic development agreements with townships that our school district resides. These compensation agreements allow for a funding mechanism for schools while encouraging economic development and relieve the tax burden on our current residents.
Johnstown-Monroe is unique due to its blend of modern facilities, strong academic performance, and comprehensive programming, including expanding career and technical offerings. The district offers a range of opportunities typically found in larger schools, while fostering a close-knit community characterized by small student-teacher ratios and active community engagement. Strong schools enable our students to have positive experiences, motivating them to pursue their academic, athletic, musical, and artistic dreams.

We also enjoy strong community support, which is evident in numerous activities, but nothing exemplifies the spirit of the district more than a Friday night during a football game. On these evenings, the football team competes, the band performs, cheerleaders rally the crowd, and students work on the sidelines, creating an inspiring atmosphere. Almost every child in the district participates in some way, showcasing the heart of Johnstown-Monroe Schools!
