Virginia House of Delegates Member, District 11

The Virginia House of Delegates is one of two parts in the Virginia General Assembly, the other being the Senate of Virginia. The House is presided over by the Speaker of the House, who is elected from among the House membership by the Delegates. It has 100 members elected to two year terms. What are your priorities to address the impact on Virginia of the dramatic changes to the Federal Budget and the decrease of Virginia’s tax base due to the loss of Federal employment?

Do you support legislation allowing Virginia to adopt the National Popular Vote Interstate Compact (would ensure that every Virginia vote for President is equal to those votes from every other state and DC, while also guaranteeing that the candidate who receives the most votes nationwide wins the Presidency)?

If elected, what will be your top priorities for Virginia?

I am grateful that the Speaker asked me to chair the Emergency Committee on the Impacts of Federal Workforce Reductions. Over the past seven months, we have engaged with individuals across the Commonwealth and formulated strategies to assist impacted Virginians. Details are at studies.virginiageneralassembly.gov/studies/772. My priority is to support those who have experienced unforeseen unemployment. I will advocate for legislation to strengthen unemployment insurance and to prevent evictions due to temporary income loss. Additionally, it is essential to expand workforce development initiatives, including those offered by NOVA and George Mason University, as well as make targeted investments to diversify our economy.
I support Virginia’s adoption of the National Popular Vote Interstate Compact. The principle of one-person, one-vote is foundational to representative democracy. While the Electoral College may have served a historical purpose, today it creates an inequitable system where some states have an oversized influence on the outcome of national elections and others are largely ignored. Americans are more than capable of directly electing a President without having to go through electors. A national popular vote will increase national unity and enhance voter participation by ensuring that everyone’s vote has equal weight regardless of state residency.
Virginia faces several challenges in the years ahead. In addition to navigating the impacts of federal cuts, my priorities include strengthening public education, protecting clean air and water for future generations, equipping law enforcement with more effective tools to combat reckless driving, and addressing the housing affordability crisis. I am proud of my record in these areas. During the 2025 session I sponsored successful budget amendments that invested an additional $223 million for K-12 education and expanded the Housing Opportunity Tax Credit program. I also passed legislation to reduce chemical PFAS contamination in our drinking water (HB2050) and to increase penalties for dangerous exhibition driving on our streets (HB2036).
Biography Originally from Arkansas I taught Special Education in Georgia for 10 years before becoming an international teacher. I taught internationally for 9 years before returning to the US and moving to Virginia. Seeing the dire need for new political leadership inspired me to run for office.

Virginia should step up where the Federal government has stepped back. Virginia should increase the income tax to make up for the tax cuts made permanent by the "Big Beautiful Bill" on incomes over $200,000. For example, where the tax cut was 4% Virginia should implement a 4% tax. All funding cuts should be replaced with these new tax funds especially Medicaid and Title 1 Funding.

We must fill the gap in funding left by the federal government, especially Medicaid and education funding. Additionally to end partisan gridlock and dysfunctional government we need serious election reform. I will support having Virginia sign the National Popular Vote Interstate Compact. I plan to submit bills for ranked choice voting and a separate bill for multimember districts. The intention is to have more balanced representation.
