Personal Biography I was born in Merriam KS in 1986. I've lived in the metro area all my life. I bought my Merriam home in 2014 and began serving my community as an HOA boardmember. I extended into City politics as a result, and have enjoyed that now for 10 years!
Education 2018 & 2025 Merriam Citizen's Academy, 2018 Johnson County Citizen's Academy, Park Hill South High School, Saint Luke’s 48 week Leadership Training
Community/Public Service I routinely volunteer for Merriam city events like Streamway Trail Cleanups, Turkey Creek Festival, Flags4Freedom, etc. I've served on many boards in the City of Merriam, and spoken at government meetings across the county! For a full list see https://croan.org/whos-billy/
Ending corporate welfare and lowering property taxes. Now that Merriam is fully built out, we can correct decades-old imbalances in property tax for instance, which have forced our schools and county jurisdictions to tax artificially high for decades.

Correcting the flood plane maps downtown and eliminating all city-inflicted floodplain restrictions that have handicapped our historic downtown district for decades, so it can once again flourish. Focusing flood remediation on the locations in Merriam that actually HAVE flood damage.

Bringing our professional staff inside city limits to deepen their bond with the community they serve. I want staff who are ecstatic to meet and talk with residents at the grocery or library for instance.
Unlike past candidates, I’ve been attending and paying attention to our city's meetings for over a decade. I’ve watched city council meetings change over the that time. I enjoy listening and speaking when there’s an important topic at hand and I keep detailed records and cite sources.

My career in IT has given me a high expectation for keeping information organized, accessible, and useful. And as a Libertarian, I expect the government to have the highest respect for the people who own it: My Neighbors; and their rights and freedoms.

Government should be faithful, tireless and delighted to serve its lawful purposes and then get out of your way; not be an overbearing parent, endlessly questioning and distrustfully controlling residents.
Over the next decade there will be pressure to pack in as many tax-funded apartment buildings as can possibly fit in our city. It will be a challenge to resist that temptation, but we must, to not further exacerbate traffic and other infrastructure.

Merriam City administration has long driven to build ever growing empires of non-resident staff. It will be a challenge to buck that trend and head towards a lighter more efficient government, but that’s the right thing to do given that Merriam’s already completely developed.

Maintaining high quality services and reducing the costs to provide them every year will not be easy, but empowering existing staff with new tools to automate work will reduce need for man hours.
