School boards set goals, establish policies, oversee the performance of district schools, and negotiate contracts. The state Board of Education sets broader educational policies and standards that local schools are required to follow.Qualifications: Candidate must be a registered voter and a resident of the district for at least 1 year. Employees of the district are not eligible unless employed as a substitute driver. ORS 332.016 and 332.018(2)Term: 4 years

School Districts are regulate by State and Federal Laws. Board members have an oath of office that requires you to carry out applicable laws. Policies adopted by the State in administrative rules have the status of law. School Districts adopt policies to assist in guiding the operation and management of schools. Adopted policies have regulatory authority. If State or Federal policy is instructional or advisory, districts have discretion on how to use or apply those policies. State and Federal laws create a structure under which local districts operate. School Boards are required to carry out applicable laws but also have some opportunity to interpret and adopt local policy to customize state and Federal programs.
Roseburg Public urgent issues are opportunities! They are things our school board has in focus. That focus is to strengthen, enhance and expand programs oriented on (1)student success and to continually focus on implementing our (2)strategic plan. (3)Continuing technical education is an important opportunity issue. (4)Student achievement is another area where we strive for continuous improvement. Another opportunity issue is enhancement of (5)facilities. Challenges exist but we face issues head on, progress a step at a time, maintain a (6)balanced budget and constantly look for creative ways to keep our public education system a top notch one.
