Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Health districts seek to provide a range of physical and mental health services to communities, sometimes in association with a hospital. The board is responsible for budgeting and personnel administration.Qualifications: Candidate must be a registered voter in the district. Employees of the district are not eligible. Your Experience/Qualifications I have been a Bay Area Hospital board member since 2021, and the chairman of the board since 2023. Additionally I serve as a Coos Bay City Councilor. During the day I am the Administrator for Pacific Home Health & Hospice, and previous to that I owned and operated Access Rehabilitation LLC, a physical therapy staffing company for almost a decade, and I hold a doctorate in Physical Therapy from Eastern Washington University.

I have a doctorate in Physical Therapy and have practiced in this community across all settings giving me a first hand look at some of the difficulties our community experiences in accessing health care. I have run my own staffing agency for 8 years, and currently I am the administrator for pacific home health and hospice. I have 20 employees including front office staff and clinical staff, who provide home health and hospice services in our communities homes. I have had the opportunity to serve on multiple boards/councils and have been a part of the finance/budget committee for most of them, including the hospital over the last 4 years, giving me the unique experience and expertise to help lead the hospital through this difficult period.
Quorum Health is a Health Care company that specializes in rural hospitals, and despite the misconceptions and frankly misinformation distributed by others, there mission statement; Improving health in the communities we serve. is very similar to that of ours. The current health care market is not sustainable, especially for smaller rural hospitals. As costs continue to increase at an unprecedented rate reimbursement rates stagnate. The Oregon Hospital Association just published a report revealing that over 70% of hospitals in the state are either losing money or on the verge of losing money. The industry trend is indicating that the only way to overcome these gaps is to be part of a larger system in order to spread out those costs.
The most urgent challenges are the increasing costs which have been increasing between 10-12% per year over the last 4 years, meanwhile our government reimbursement rates during that same time period have only increased 2-3% per year, this is not sustainable. The hospital is working towards a partnership with Quorum Health a larger health system that can help spread out those costs and at the same time infuse the hospital with capital so that we can invest in services which can improve the health of our community while at the same time help the finances of the hospital. While this is being negotiated, we are working with our legislators to secure financing, as well as, make changes to increase our Medicaid reimbursement rates.

The merger must be stopped to prevent preditory financial victimization of the local community along with degrading medical practice in Coos county with eventual closure of the hospital. We would be much better off by keeping the hospital management local.
To make the hospital financially viable and self sustaining. When I retired 20 years ago the hospital had over 150 million dollars in the bank; now the hospital is about 50 million dollars in the red and when I retired, the hospital was making 150 thousand dollars profit each month. With proper management, the hospital should be able to do this again. The quality of the medical care the hospital provides has also deteriorated; it needs to be brought up to snuff again.
