Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Transportation district boards are responsible for funding and developing transit systems that address the transportation needs of the residents in their service area.Qualifications: If the district has a supporting ordinance, employees of the district are not eligible. I bring over two decades of transportation planning and public service experience, including prior service as SETD Board Chair. As a Land Use and Transportation Planner with Oregon’s TGM Program and former Transportation Options Manager for three counties, I understand regional mobility challenges. I've served on the Seaside Planning Commission, local and state advisory committees, and multiple boards, contributing to strategic planning, budgeting, and policy development. My background in public administration, community engagement, and equity-focused transportation ensures I can effectively advocate for improved services and transparent governance.
A major gap in our district’s transportation services is the lack of clear, consistent communication and engagement with riders, particularly around long-range planning. Many residents, especially those in underserved areas, feel their needs aren’t being heard or prioritized. The board must actively engage with the community to understand their concerns and ensure that our plans reflect their real-world needs. This includes providing clear actions, timelines, and regular updates on projects that directly impact riders. By fostering trust through transparency and accountability, we can better serve all residents equitably and improve access to reliable transportation. I have a record of success engaging the community.
To ensure compliance with public records and public input laws, the District must prioritize transparency and accessibility. Meeting recordings, with closed captions should be posted promptly, ideally within 48 hours, to ensure the public is informed in a timely manner. We must also facilitate attendance by offering multiple ways for people to participate—whether in person, virtually, or by other platforms—making sure meetings are accessible to all, including those with disabilities. Adhering to ADA best practices and Oregon’s public meeting laws is essential to ensure every community member has equal opportunity to engage, participate, and provide input.
