Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Port District boards manage the infrastructure of local ports and their development for recreational, economic, and environmental purposes.Qualifications: Candidate must be a registered voter in the district. Your Experience/Qualifications I was the Director of Assessment and Tax for Umatilla County for 25 years and worked in the Assessors office for a total of 31 years. I dealt with all of the taxing districts budgets and levies. I also served on the Pendleton City Council and was Chairperson of the Pendleton Development Commission. While on Council I was chairperson of the budget committee for two years. I also serve on the League of Oregon cities board of Directors.

I think with my budget management background, I can bring a fresh perspective to aid in bringing new business opportunities to Umatilla County via the port. I have over 26 years of budget management and oversight. The department I managed at the County went from 30 plus full time equivalents to 17 at the end of my career. I feel it's key essential to manage government agencies with a professional business oversite. This is vital as it is public funds looking for the best bang for the buck.
I think the Port has assets that can be enhanced and fresh eyes can help look for ways to better utilize their resources.
The water rights are probably the most valuable resource that the Port currently owns. It is the life blood for any future development in the area. That being said, it is the most desired asset found in the region. Industry creates jobs which creates the demand for commercial advancements which leads to the desire for recreational pleasure. I think this is true with any healthy community.
