Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Water districts are responsible for building and maintaining the infrastructure necessary to deliver potable water to homes and businesses in their service area. The board manages the budget and administers personnel.Qualifications: If the district has 100 or more voters, a candidate must be a registered voter in the district and a landowner in the district. I have a background as a small business owner and a non-profit administrator. For the past two-years I have served as an appointed member of the Mapleton Water District Board of Commissioners. In my capacity as a volunteer Board member I have been the Chairperson of the MWD Grant Committee.

The biggest challenge facing the Mapleton Water District is raising the funds to upgrade and replace our 70+ year-old distributions lines and add water storage capacity. The estimated price tag for this critical work is over $20 Million. This difficult task has recently become much harder. Over the past two years, I have developed the knowledge of our District's systems, the skills and the contacts to make real gains in achieving the goal of funding the rebuilding of a dependable drinking water system for our community.
The most important skill I bring to this Board position is my ability to work as an effective team member. The most important source of the training, needed for this position, has been participating in the rebuilding of this community Water District for the past two years. There is no substitute for on the job training.
The Mapleton Water Distributions aging distribution system currently loses 67% of the drinking water we produce at our water treatment plant before it reaches the customers faucets. Replacing these failing pipes is the most important conservation step our District can take.
