Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Park and recreation districts in Oregon are responsible for providing a range of recreation services including parks, open spaces, pools, and more. Their boards set policy and manage the budgets for those resources.Qualifications: Candidate must be a registered voter in the district. ORS 226.310(2)Term: 4 years

As an active Air Traffic Controller, I bring a lifetime of experience making crucial decisions. My time on the Board has proven I can be an effective communicator both during meetings and when interacting with the public in my official capacity. As a taxpayer in the District, I bring accountability to the Board to spend precious tax dollars efficiently.
The District's facilities are the best generator of revenue the District has. The new facility will be a great example of that. The Board is already exploring additional avenues of revenue generation like corporate sponsorships and public/private partnerships for District programs and activities. I believe we could do better internally by researching grant opportunities that are available to a District like ours. We need to reach out to private donors and Foundations that want to see a thriving Parks and Recreation District in our community.
The most pressing need for the District is to increase funding for District Operations once the new Aquatic and Recreation Center opens. Twice, we have went to the District and requested additional funding via an operating levy and both times the community has rejected that request. The District must show that we can be responsible stewards of the tax dollars we currently receive and prove that we are worthy of additional investments from the community. I believe we will do that.
