Special districts in Oregon are formed to provide specific local government needs. They are created by a vote of the people in the local area being served. Examples include people’s utility districts, library districts, water districts, fire protection districts, and more. They are governed by a board of directors, which is responsible for management and financial accountability. Special districts are empowered to levy any necessary taxes and fees to fulfill their mandate. Board members are not paid but may receive a per diem reimbursement.Park and recreation districts in Oregon are responsible for providing a range of recreation services including parks, open spaces, pools, and more. Their boards set policy and manage the budgets for those resources.Qualifications: Candidate must be a registered voter in the district. ORS 226.310(2)Term: 4 years

Your Experience/Qualifications Currently on the BRPD Board of Directors and a small-business owner. Previously; BPRD Budget Committee, Business owner across multiple industries, including outdoor recreation and guided excursions promotion. Employment roles in leadership and business development.

I am currently serving our community in this Board capacity and previously served on the BPRD Budget Committee. Both roles have provided me the experience and insight to understand the recreational needs and challenges of our community and how to most effectively address them. I have also served in a board capacity for other nonprofits and have been a small-business owner for most of the last 18 years. I understand the importance of fiscal responsibility and the need to collaborate with each of the stakeholders in our community to achieve our shared goals.
Balancing the amount of direct revenue from our facilities with ensuring accessibility for our entire community is consistently evaluated and I believe revenue is currently optimized. This appropriately recognizes part of BPRD's vision of inclusion by reducing physical, social and financial barriers to our programs, facilities and services, and making them more equitable for all. This is accomplished in part through our Fees and Charges Policy and our Needs-Based Assistance Plan.
• Maximizing the impact of tax dollars by balancing the reinvestment in our existing parks and recreation facilities along with allocating appropriate resources for expected future growth. • Expanding equitable access by reducing barriers for underserved areas of our community. • Connecting trails and increasing park, green space, and recreation services capacity through thoughtful planning. • Preserving natural areas by working with community partners to preserve and restore habitats impacted by recreational use so that they remain for future generations. • Continuing to meet the recreation programming service levels our community expects. • Ensuring fiscal discipline and transparency in responsibly overseeing our community's resources.
