Lane County Commissioner Position 4

County Commissioners set policy and adopt budgets for their counties. They supervise County departments either directly or, when there is a County Administrator, indirectly. Counties provide a wide range of important public services, from managing elections to maintaining roads. To qualify, a candidate must be a U.S. citizen, a registered voter, a resident of the district for at least a year prior to the General Election, and 18 years of age or older.Term: 4 years. This position is nonpartisan.

Housing/Homelessness. Collaborate with cities, nonprofits and other governments to locate and fund cost-effective income-based housing; continue successful work of Exec. Order 23-02, All In Lane County. Public Safety. Identify sustained funding to increase patrol and crisis response. Collaborate to build and operate crisis stabilization centers where mobile crisis units and first responders can take persons in crisis for treatment and stabilization. Jobs and Economy. Continue to facilitate growth in established local companies with a focus on growing small businesses to encourage living wages. Build facilities like the Integrated Material and Energy Recovery Facility (IMRF) that provide jobs during construction and operation.
My years of work in School Board, City, County and State Government combine with nonprofit and private industry management to give me a broad perspective on the needs of our community and a collaborative approach to policy and problem solving. I have identified specific urgencies and directed attention and resources to finding solutions. Examples are: Operation 365, a collaborative effort with government, nonprofit and private industry that housed 404 veterans households in a year and resulted in a personal invitation to the White House by Michelle Obama; and the ongoing All-In Lane County collaboration that has exceeded all goals in Homeless Prevention Programs, Rehousing Programs and Emergency Shelter Beds.
Leverage pass-through revenue, streamline permitting. Subsidized low-income housing. I serve on the Homes for Good Board, creating and supporting income-based housing. Recent multi family additions provide over 200 family apartments. Inside Urban Growth Boundaries, allow for use of Lane County land to increase infill and urban density. MLK Commons, Market Commons, the Keystone and Bridges on Broadway were developed and built on Lane County-owned Land. Work with cities to provide infrastructure and revenue support for infill. Identify land adjacent to city UGBs to use as Urban Reserves, protecting valuable farm and forest land. Facilitate Accessory Dwelling Units (ADU) on existent residential property.

Good Jobs - I will invest in the infrastructure needed to attract the jobs of the 21st century like fiber internet and a well functioning healthcare system. A thriving community needs access to good paying jobs and a strong workforce with access to high quality education.

Affordable Housing - I will work to increase the supply of all types of housing in Lane County so that every family can afford to buy a home. I will team with local, State, and Federal partners to be successful.

Clean Air & Water - I will pass rules to protect families from large industrial polluters like J.H. Baxter and work with EWEB to protect Lane County's drinking water. No one's health should by threatened by industrial polluters and everyone deserves clean water.
I am forward thinking. I would help people move out of the floodway, where their lives and homes are at risk, instead of encouraging additional development in the floodway as the Conservative majority on the County Commission just did.

I try hard on the Lane Community College Board to thread the needle between differing viewpoints to find points of consensus and move things forward. I respect Staff and the contributions they bring. I would not berate staff or make them fearful of losing their jobs for making recommendations above the bare minimum required by the State. I read the materials and send detailed questions to staff ahead of meetings so they can prepare and answer the questions beforehand. I think outside the box to fix problems.
The County should partner with Cities, the State, and local non-profits and businesses to pro-actively address barriers to building affordable housing. I will: -Support land use reforms and policies that encourage compact development and home ownership, like increasing minimum density requirements and helping tenants purchase their rental when sold. -Help Cities extend City Services like sewers to new residential areas within the Urban Growth Boundary. -Expand Renters Rights Countywide. -Invest in Affordable Housing through things like down payment assistance for first time home-buyers and in Homelessness Services like permanent housing with wraparound services through new funding mechanisms like a Homelessness and Affordable Housing Bond.
