Klamath County Commissioner Position 1

County Commissioners set policy and adopt budgets for their counties. They supervise County departments either directly or, when there is a County Administrator, indirectly. Counties provide a wide range of important public services, from managing elections to maintaining roads. To qualify, a candidate must be a U.S. citizen, a registered voter, a resident of the district for at least a year prior to the General Election, and 18 years of age or older.Term: 4 years. This position is nonpartisan.

I believe Klamath County's three greatest challenges are: 1) resolving longstanding conflicts over water, including restoration of the Klamath River following dam removal; 2) responsible development of housing and solar energy; and 3) stabilizing the county's budget and essential services. Addressing these respective challenges will require the most from our county leaders. On the water front, the county needs to take the lead in working with agricultural, tribal, and other communities to address the recovery of threatened and endangered fish. With housing and solar development, hard decisions will have to be made about where to build responsibly. We need Klamath County to grow, while preserving our environment and agricultural base.
I bring over ten years of experience working in water issues in the Klamath Basin, starting with the U.S. Bureau of Reclamation as a water contracts specialist and most recently as director of water policy for the Klamath Water Users Association. I have worked with federal and state agencies and politicians, county leaders and administrators, tribal governments, NGOs, and the public. I currently serve on the boards of Steens Sports Park and the Or-Cal Resource Conservation and Development (RC&D) area council. I am an attorney by training, having practiced in Colorado prior to moving to Oregon in 2012. My wife and I served in the Peace Corps (Tanzania, East Africa) in 2010. Together they have two children, ages 7 and 9.
As a Klamath County commissioner, I would support the responsible development of new areas for housing within the Klamath Urban Growth Boundary. My opinion is that this development, like solar, is going to occur in some form, and it's the responsibility of county leaders to make sure this development occurs in a manner that preserves our environment and agricultural base.

Communication, Public Safety, Water Allocation. There is a disconnect between local government and its constituents. Voters are consistently out of the loop on what their elected officials are working on, how they are voting and most importantly how their tax dollars are being spent. The government should be “of the people, by the people”. I will ensure that open communication and proactive education is occurring. Citizens should not be the last to know how their hard-earned dollars are being spent. My background in business management lends itself perfectly to the Commissioner position. All issues come back to management, with proper communication & leadership these issues can be addressed and mitigated. Empowering the public is key.

I am aware and concerned with the Klamath County housing crisis as it impacts everyone. From the new families moving to town to work at Kingsley or SkyLakes, to folks just getting back on their feet looking for that starter home, to families like mine searching for bigger properties for their growing kids and business…all are impacted by the lack of housing and more importantly, the lack of affordable housing. The housing crisis isn’t unique to Klamath. Across Oregon we are experiencing a lack of affordable housing, what was once the American dream to own your own home is now a distant memory. Communicating with the public, holding town halls to gather information, advocating for affordable housing at the state level are all viable options.

The top 3 opportunities for our community are Mental/Behavioral(Brain) Health, Housing, and Public Safety. Mental/Behavioral(Brain) Health is an opportunity and the root of almost every other issue we face as a community. It is the hub of the wheel and I would address it by forming an advisory board, obtaining funding, and focusing on working with the alcohol/drug board on trauma-informed care within our community. Doing this would assist with part of the education and housing issues which also come from banking issues, infrastructure including road issues, and public safety.
I grew up in Ada County where my dad was the lead foreman of the Ada County Highway District. I worked in real estate and understand how valuable water rights are to the community, and working in mental health, how valuable people and our brain health by seizing the opportunity to heal the root cause will bring mental health healing and everything else will fall into place within our community, with education, housing, infrastructure, and public safety.
I would work with developers, material manufacturers, builders, and banks to provide an opportunity for the American Dream to be achieved by those who want to pursue it.

Water issues, high crime rate, and growth. Our farmers struggle every year with water issues. They need drought relief funds when water isn't available. At the same time we should be looking into efficient water delivery systems as water allocations continue to decrease.

We need to fund our Sheriffs Department so they can operate 24/7 to serve all communities within the county to reduce crime. I will support local organizations that are working on reducing homelessness by giving them a path of opportunity instead of enabling them to continue with their current lifestyle.

I will work on getting new businesses that offer livable wage jobs and career longevity. I would also like to bring in family entertainment businesses for our youth.
Two words, my drive and commitment. I am known to be relentless in achieving the goals and tasks I take on. A man of action, I'm ready to dive into the needs and concerns of our community. I'm not afraid to stand up and fight for what the people elected me to do. I will not be complacent in this position, always striving to meet the goals of our county. I am a life long Klamath resident with 23 years of military service. During my career I was responsible for over a billion dollars of assets, supervising a workforce, and operating within the budget provided. I have seen and lived the challenge's this county has endured and I'm ready to take on any issues with real solutions.
Our county needs affordable housing in a variety of forms. Apartments, townhouses, condos, and single family homes are a necessity for continued economic growth. With the expansion of Kingsley Field, and the need for more medical professionals increasing, this requires additional homes for the influx of new employees and their families. As a Commissioner, I would work to fix the planning and zoning issues to allow smaller square footage homes and different home styles to be constructed. We need to place this at the top of the list to avoid any delays in planning and expansion.
