The greatest threat to public safety in Clackamas County is inadequate law and order. This threat can be sufficiently addressed by promoting public safety through encouraging accountability with compassion and creating a culture of service oriented law enforcement.

As sheriff I will utilize my experience and take a pro-active approach to addressing every threat. Actual and potential threats will be addressed on a priority basis with due consideration for public safety impact.

Citizens concerns and input will be utilized as a key component of threat planning. As part of this critical component to planning, lines of communication will be established with the community and community based organizations tasked with the health and safety.
Oregon sheriff's are required to swear an oath to support and defend the Constitution. The Constitution is the "supreme law of the land." Laws or "government orders" that violate the constitution are not valid. The enforcement of invalid laws or orders would directly violate a sheriff's oath of office.

It is incumbent on law enforcement professionals to know their authority well and use it wisely. Law enforcement can never be weaponized against the people. All enforcement must be administered in a manor that best serves the citizens and protects safety and liberty.
There are many challenges facing the Clackamas County sheriff's Office. These challenges include; staffing, training, budget, man power allocation and a top heavy approach to management. These issues can be addressed by collaborative planning with stakeholders. Sheriff's office policies, procedures and practices should be clear, appropriate and transparent.

As sheriff I will serve the citizens by clearly communicating the challenges and needs of the sheriff's office. I will seek and utilize public input in all phases of planning. All policy decisions will be made with a focus on efficiency, public safety and peace preservation.
