The constitutional duty of the Assessor is to list, locate, and value all property in Albany County. To accomplish this, they use industry accepted mass appraisal procedures and methodologies. I am running for County Assessor because I believe this office plays a critical role in ensuring a fair and equitable property tax system. Experience, knowledge, and consistency are essential in this position, and I bring over 17 years of experience working in the Assessor’s Office. I was appointed County Assessor in November 2021 and have held nearly every position within the office, giving me a comprehensive understanding of the responsibilities and challenges involved. I have been certified by the State of Wyoming as a Property Tax Appraiser since 2010 and have completed over 535 credit hours of continuing education. I have focused on maintaining accurate property valuations while ensuring compliance with Wyoming law.
1. Fair and equitable property valuations: I will continue to ensure properties are assessed accurately and in accordance with Wyoming law and Department of Revenue guidelines.
2. Accessibility and transparency: I believe taxpayers deserve an office where they feel comfortable asking questions and expressing concerns. I will continue maintaining an open-door policy and providing responsive customer service to the residents of Albany County.
3. Public education and awareness: Property taxes can be complicated, and it is important that taxpayers understand how values are determined and what exemptions are available. I will continue expanding outreach and encourage everyone to open their notices of value and read the included flyers.
One of the biggest challenges facing the Assessor’s Office is ensuring property owners are aware of new and changing property tax exemptions. I have worked on addressing this by providing informational flyers with notices of value and tax bills, keeping the Assessor’s website updated, sharing information through social media, and distributing educational materials throughout the community.
Another significant challenge has been implementing new exemptions and increased responsibilities with the same staffing levels. To address this, I have focused on expanding staff knowledge and utilizing technology to increase efficiency while maintaining the level of service taxpayers expect.
I am always open to finding new and effective ways to educate property owners about how assessments are calculated. Increasing public understanding has been a priority of mine during my first term, and I plan to continue building on those efforts.
I have hosted public town halls in Laramie, Rock River, and Centennial to provide residents with opportunities to ask questions and learn more about the assessment process. I also developed an informational slide show explaining how property values are determined, which is available on the County Assessor’s website. Additionally, each year I include a letter with the notices of value mailed in April explaining the assessment process.
