Wyoming State Treasurer

The Wyoming State Treasurer acts as the state's head banker, chief investment officer, and custodian of public funds. The office is responsible for receiving and safeguarding state monies, investing billions of dollars to generate revenue, distributing funds to local governments, and returning unclaimed property.The State Treasurer serves a four-year term with no term limits. Annual salary is $125,000 plus some benefits.

I've served as your State Treasurer for the past 7-1/2 years, and trust assets under management have grown from just over 19+ Billion to over 34 billion during my term. The 34 billion is primarily made up of trust funds , checking accounts, and the (LSRA) Legislative Stabilization Reserve Account 600M -1.5Bil. State investments now rank as the number one source of revenue In the state budget according to the Legislative Service Office Budget Division. $1.857 billion which provides services attached to trust funds, and hundreds of millions of dollars which go directly to the general fund from (PMTF) Permanent Mineral Trust Fund keeping your taxes lower. We've independently established internal audit and Compliance divisions.
We have made great strides in people, processes, and systems'. Now changes in governance are required.. The Wyoming Retirement System is a superior governance structure, built from scratch. relying on greater a degree of professionalism. As Legislative Liaison on the board of the Wyoming Retirement System with no investment professionals and 4-5 billion we focused on dramatic but sound change. Manager selection, asset allocation, other investment duties were best handled by our investment professionals with a lighter touch of non professional board members. Lighter advisory duties for other elected officials is Warranted and should be seriously considered.

We have in the past accomplished either sales or rental opportunities to generate investment revenue or annual revenue with local input. This primarily happens when communities are proactive and recognize the value of the asset to the community and to the beneficiaries. There is public notice before any vote to lease land or sell land. Get involved early!! The State Land Board ( Top five elected officials) and the Legislature are limited by Article 18- sec. 3, of the Wyoming Constitution. The control of state lands is under the State land board, not local county government. We can make no rule or law diminishing funding for public schools and or management in a way that diminishes the largest proceeds in the event of a land sale.
