I was an orphan in Greece, adopted by my parents when I was two, and later raised by a single mom. I'm the first in my family to go to college (Harvard) and then Yale Law School. I know the hardships many families face. I've practiced law in federal courts; before US regulators; and in Congress, State Dept., and UN. I have traveled to more than 50 countries and helped promote economic development overseas. As a small businessperson, I want to promote jobs and economic growth in Maryland.
I have helped Democratic candidates for decades, have witnessed voter suppression, and have done voter protection in Virginia in several elections. The Supreme Court has cut back the Voting Rights Act, but Congress can insist that violations are punished. It can hold hearings on voter suppression or discrimination and support DOJ enforcement. It can boost funding to fight election interference from foreign countries and explore ways to hold election deniers and their attorneys accountable.
Setting targets for private industry is effective and fosters new technologies. Many new green technologies exist, with more on the way, to provide sustainable, green energy. I support protecting US companies from cheap imports that undermine U.S. technology and innovation. I also support basic research into toxins and other contaminants that can cause cancer and other health threats. Finally, I support fair global agreements that include carrots and sticks to meet measurable targets.
I am an immigrant, as are my wife, sister, and almost all my in-laws. I have worked with refugees in Asia and Africa. But our borders are overwhelmed. I would urge the Administration to do as much as it can through Executive Orders, vote for the Senate bill, and then continue to advocate for the Dream Act. We also need new approaches to our policies in Central and Latin America, where insecurity, drug violence, and poverty are pushing people to seek safety and economic security in the US.
In 2024, there have been 49 mass shootings, almost 5,000 deaths, and 3,351 injured from firearms. While gun owners have Second Amendment rights, we cannot allow these massacres to continue. I support banning ghost guns, cop killer ammunition, and large magazines for assault rifles. I support strong background checks, and I will closely scrutinize the Supreme Court's ruling on bump stocks. I also support smart gun technology to neutralize stolen guns and protect children in gun households.

I have served as the only elected State Delegate in the blue Urbana and purple Frederick areas with the highest votes of any Delegate in District 4, and have worked across the aisle to pass unanimous legislation to keep families safe and fight human trafficking. Prior to that I was elected and served as a Town Council president and have resolved environmental effluent and water issues without raising taxes. I am experienced in government and ready to serve you in the U.S. Congress.
Many Democrats felt jilted when Bernie Sanders was denied the nomination, and as Republicans, we have demonstrated that elections must be fair and secure or else the results, including the use of Google and social media, become widely questioned. It has been shown that at least 56% of Democrats, 60% of Independents and 80% of Republicans agree that election security is necessary. I would vote to require voter ID, paper ballots and single-day elections, ending mass month-long mail-in balloting.
I would vote to ensure sewage effluent into the Bay and our national waterways are ceased immediately to protect our clean water. I would further vote to expand clean energy sources including SMRs, wisely exploring the Marcellus Shale in Maryland for clean gas - which will make Maryland wealthier than Dubai, and ensuring our electric plants are not shut down by supporting clean mining practices and re-burn carbon-limiting baffles on electric plants to expand our electric grid with clean energy.
1. Close the Border, deport criminal aliens and secure from illegal entries now to protect from the rise in crime. 2. Ensure our asylum system ends its broad misuse. 3. Reinstate Title 42 expulsions. 4. Reinstate Title 8 expulsions. 5. Reinstate the Remain in Mexico policy. 6. Boost Border Patrol agents with thousands of new hires. 7. Build the Wall. 8. End the delays for those here legally and ensure prompt hearings and review of visas and Green Cards for legal immigrants.
We do not have a gun safety problem, we have a depraved heart problem. Crime and violent crime has risen in Maryland under some of the most strict gun bans in the entire nation, yet year after year we remain one of the bloodiest states in the nation. We must ensure felon thieves who steal guns and violent criminals who willfully and violently use guns unlawfully go to jail and stop demonizing the gun owner who has a natural and constitutional right to self defense in and outside their home.

Representatives must recognize complex problems and all variables causing them, and create legislation leading to efficient and effective solutions. I’ve been doing that for over half a century as a seasoned STEM professional. My training and career assignments have prepared me to create and assess legislation related to climate catastrophe, cyber security, artificial intelligence, and other areas. I have worked for several Federal Agencies as a civilian and a contractor.
The best way to protect voting rights is to pass a Constitutional Amendment. There have been several proposed, which Congress should review, debate, and pass. The Supreme Court has been too ready to erode voting rights created by legislation in the past. Ensuring free and fair elections is a state, not a Federal function. Still, Congress has and should continue to commit funds to protect voting infrastructure, training, and security for election administrators and volunteers.
At a December 2017 hearing, I asked the Maryland Department of Environment not to grant the permits required to build new pipelines through the state and cross the Potomac River near Hancock. I suggested that if the permits were granted, they should be accompanied by a requirement for the builders and users of the pipeline to escrow twice the cost of restoring the local environment and residents' health in case of any future leaks. Also, the escrow account should be replenished after any leak.
As an immigrant myself, I experienced a more compassionate system, that allowed us fair entry into the US, non-discrimination, a path to citizenship after just five years, reasonable health care, a free education through high school, and an almost free public college education. As one of my campaign slogans states, “Make America GOOD again. This time for ALL of US”©. Unless there are valid reasons to detain an immigrant, the $208/day cost is better used for providing such humane services.
Shortly after the mass shooting at Marjory Stoneman Douglas HS in Parkland, Florida, I substituted for a Clarksburg High School math teacher. On that day Clarksburg students held an “Am I Next" rally and told us assembled their feelings about the lack of gun safety in our country. My conclusion of their requests was a reasonable position to take - guns and rifles have their place when hunting or securing life and property, but weapons of war have no place in the hands of the general public.

Contingent upon being manufactured in the United States, I support federal incentives for home solar systems, plug-in hybrids and electric vehicles. We must include provisions for transition from environmentally harmful industries to more environmentally friendly product lines in a way that avoids loss of jobs or economic decline.
A fair immigration policy is one that recognizes the immense contributions immigrants have made and continue to make to our society. It is a system that should extend compassion to those seeking refuge and opportunity, while being efficient in its processes. We must streamline our pathways to legal immigration, ensuring that those who come in search of the American dream can do so legally, safely and without years of bureaucratic obstacles.
I will vote for common sense gun safety legislation that protects our children, our families and our neighborhoods. I support universal background checks. I also support the authority of the judiciary to restrict weapons access to violent offenders, persons on bond, persons who are violently unwell and persons who are under a peace order for domestic violence. I agree with VoteVets' stance on a ban on the manufacture and sale of assault weapons. Weapons of war don't belong in our neighborhoods.

No more chain immigration or anchor baby status (no automatic citizenship).
I am a strong supporter of the Second Amendment and believe in responsible gun ownership while respecting individual rights. I’m a proven lawmaker with a track record of bipartisan success and a working mom who knows the challenges families face. The timing is critical for us to secure our democracy. We should start by passing the John Lewis Voting Rights Act and restoring the teeth to the much-needed provisions of the original Voting Rights Act that have been recently gutted. Having been deprived of nature in my childhood, I know the significance of both restoring green spaces and protecting the plants, animals, and land that surround us.

A 50% reduction in carbon emissions by 2030 and net zero by 2050. We must have an equitable and just transition away from fossil fuel dependency, help homeowners cut energy costs while reducing carbon footprint with retrofit programs, and much more.

This should all be done for the people, not limited by corporate interests.
Immigration courts and the immigration system generally do not treat people who want to live here, especially asylum seekers with nowhere else to go, as human beings. I will work towards relieving the inhumane conditions at the border, and ensuring that everyone in the immigration process has a lawyer when they have their day in court.

We must have comprehensive immigration reform including an accessible, simply path to citizenship. We are a country built on immigrants and dreamers.
As a person intimately affected by gun violence, I understand the importance of common sense measures like universal background checks that reduce the chance of firearms getting into the wrong hands while protecting the rights of responsible owners. I support closing dangerous loopholes that allow people to circumvent proper checks as well as those that allow abusive partners with restraining orders access to firearms. We are at a critical juncture in our democracy with our elections under attack by MAGA extremists. The climate crisis poses an existential threat to our planet's future and demands urgent action. We must reduce our carbon footprint so we can slow down the rates of rising global temperatures. As a member of Congress, I will support key legislation like the Clean Air Act and the Clean Water Act. We also must look at the expanded use of renewable energy, and equity-centered environmental investments.
Our immigration system is in-need of reform, with overburdened, ineffective processes for legal immigration and an overwhelmed border. I believe the blueprint to fixing this lies in 2013’s bipartisan immigration reform which would have allocated $45 billion for border security, reformed visa programs for DREAMers, and offered a pathway to citizenship for law-abiding individuals eager to contribute to our country. 33,000 Americans die of gun violence every year. No one should be afraid to send their child to school or go to work. I'm familiar with the US government as I'm a retired scientist at the US Department of Energy. I enjoy government work and as a retired senior citizen, I am not beholden to nor have any interest in private lobbyists.
We should be able to vote by any means, including by cell phones. That would raise voter turnout up to 90%+ instead of the current 40%-60%. More direct democracy, using a process called sortition, where you have an empaneled jury instead of politicians creating laws. This can be done on an issue-by-issue basis.

It should be easier to remove politicians. Impeachment used to happen all the time, now its seen as grave.

Also, hold a constitutional convention every decade and full court reform
The largest causes of greenhouse gases in the US are power plants and cars. All coal & gas power plants should be replaced by non-carbon power like nuclear, solar, and wind. Building a high speed rail network and expanding public transport everywhere will also cut emissions. I'd immediately build a 30 minute high speed rail line with 5 stops: Hagerstown -> Frederick -> Gaithersburg -> Bethesda -> DC. Those are all very expensive projects, but can and should be done, and will create jobs.
We need a lot more immigration into the United States, both skilled and unskilled. Right now we have record low unemployment. It's actually a huge cause of inflation, as employers can't find workers, so they have to raise wages. That's great for those specific workers, not not good for everyone else, especially poor & elderly. I would propose a massive increase in work visas as well as reducing immigration delays. This will also increase demand throughout the economy, including construction.
Gun owners should be required to get an employer sponsored secret or top-secret clearance, the same kind of clearance you need for classified government work. This goes above and beyond a simple background checks. Bullet themselves should have serial numbers on them, with information on supply chain. Require cameras, GPS tracking & liability insurance for guns.

Having recently completed my 12th year as a member of the House of Delegates, I listen to people and have been privileged to regularly help constituents. I was born in Bethesda, grew up in Maryland, became an Eagle Scout, a professional engineer, an MBA, and a small-business owner. As a husband and father of three, I care about people and work for practical, common-sense solutions.
The US Government should work with the states to make sure that our elections are secure and trustworthy by maintaining their voter files and quickly removing people who have moved or passed away, registering only US citizens to vote, providing signature verification for all votes cast, not allowing bundling or ballot harvesting, and requiring photo ID when voting. As a Delegate, I introduced many of these safeguards in legislation in an effort to increase confidence in our elections.
The primary world polluter is China. They dump over 96% more plastic into the ocean than the US and contribute the largest percentage of the world’s CO2. China constructs an average of two new uncontrolled coal plants per week, as opposed to only 201 clean coal plants currently operated in the entire US. We should not sacrifice our jobs to countries that do not have effective environmental laws. Trade laws should be used as one negotiating tactic to get China and other countries to pollute less.
Existing immigration laws need to be followed. Lack of immigration enforcement and a porous southern border have led to suffering from gangs like MS 13 who terrorize our District, opioid and fentanyl deaths, and increased human trafficking. Sanctuary cities need to be stopped, counties like Montgomery County need to work with ICE, the border wall needs to be constructed along with electronic surveillance, and companies who take advantage of illegal aliens should be heavily fined.
Access to firearms is guaranteed by the 2nd Amendment. Where states and cities allow those rights to be used more freely, the rate of gun violence decreases even when they have similar populations, like Houston versus Baltimore. By hardening soft targets, the incentive to commit violence goes down. Our country has a violence epidemic in large part because we no longer adequately treat the mentally ill as we should. Earlier intervention measures are needed to help them and our communities.

Our southern border is under attack. Democrats in Washington have created the worst border crisis in American history, allowing crime, and lethal drugs to pour into Maryland communities. Here is my plan to secure the border: Reinstate the Remain-in-Mexico policy, close loopholes in the asylum laws, label the cartels as terrorist organizations, hire more Border Patrol agents, end catch-and-release, end incentives that fuel unchecked illegal immigration, & prioritize merit-based immigration.

As VP of the Montgomery County Young Democrats and a Schaefer Center Graduate Fellow, I was instrumental in electing Democrats to Congress. I worked full-time as a Senior Consultant with NIH, FDA, and The Nature Conservancy. Prior to running for United States Congress, I served as the State Delegate in the Maryland General Assembly. I represented district 2B, which is the city of Hagerstown. This experience prepared me to represent the needs of the community; debate legislation in committee and on the House floor; compromise with others but don’t lose your values; understand how a bill becomes law; be persistent to champion resources for constituents; and most importantly, learn from mistakes.
It’s important that we protect the voting process for all citizens who have the right to vote for elected officials. Voter integrity is of upmost importance, and we must put practices in place to protect this process. One way to protect the process is to require voter identification for all citizens to cast their vote. Before a citizen votes, they must show their drivers license or government issued identification.
I support that we must put initiatives in place to ensure the climate and environment is clean for all of us to live. Planting more trees to absorb carbon emissions is an avenue to ensure that our climate is sustainable. Regarding electric vehicles, I think we need to give people a choice between cars that use fuel versus electric, but the government cannot and should not force everyone into driving electric vehicles.
The border is a major crisis for our country. We must close the border and build the wall to prevent illegal people from crossing. We need to hire more border patrol agents to protect the border. We need to hire more immigration staff to process paperwork for people who seek to be citizens of our country. If foreigners are really leaving their country to seek asylum, they need to seek asylum in the closest country.
I support the second amendment, which allows lawful citizens to legally conceal and carry a firearm. I also support background checks for people who desire to exercise their second amendment right. We also need stiffer penalties for people who steal a firearm and engage in criminal activity.

I am running to bring my experience as a practiced legislator to Congress. As an immigrant who came to this country, I believe in the American Dream. Being part of the school shooting generation and the LGBT community, I believe that proximity to policy matters. I have advanced meaningful climate, health, and justice legislation with bipartisan support; I am ready to take on those same fights in Congress, overcoming party gridlock to deliver real results for working families.
American democracy exists because people vote and it is our job to make that process easy for every American. In Congress, I would fight against restrictive voter ID laws, protect early voting, and combat political gerrymandering. I would reform our campaign finance laws, and empower the Department of Justice to take action against any state that attempts to restrict the right to vote. Two generations of my family saw democracy crumble in their home countries, I refuse to be a third.
We need leaders with the creativity and resolve to stop a climate crisis while protecting the interests of American families. I’ve passed bills to incentivize green innovation, community solar adoption, and industrial decarbonization. If elected I would set a 100% clean economy goal for 2050, encourage international decarbonization while increasing American industrial competitiveness, and invest in minority/rural community energy transitions to create green jobs in underserved communities.
We can fix our immigration system, protect our border, and promote fairness in immigration while still treating all immigrants with dignity and respect. My top immigration priority in Congress will be standing up for DACA recipients, and finally securing a pathway to full citizenship for DREAMers. In Congress, I will cosponsor the American Dream and Promise Act, protect TPS, strengthen immigrant worker protections, and invest in border communities and security infrastructure.
I’ll never forget going to school as part of the school shooting generation. I went from organizing March for Our Lives protests as a student to actively supporting common sense gun safety laws in the legislature. Immigrants to this country add to the cultural color and texture of our country. Diversity not only makes us stronger, but it is our history.
Guns is indicative of a concern for public health and safety. Proposing solutions in these areas involves complex considerations of law enforcement, public health policy, and community-based strategies. Also, law enforcement needs more training on how to recognize and deal with gun related issues such as family violence. Guns are too readily available to people who are not stable and responsible.
