Duties: The Hawaii State House of Representatives is the lower chamber of the Hawaii State Legislature. The Hawaii House of Representatives is a part-time body.Areas Represented: Ni ihau, Lehua, Kaula, a portion of Oamo, Kōloa, Poipu, Lawai, Kalaheo, Eleele, Hanapepe, Hanapepe Heights, Kapaka, Makawell, Kaawanui Village, Pakala Village, Kapalawai, Waimea, Nonopahu Village, Kekaha, Pokii, Kaunalewa and ManaHow Elected: The house consists of 51 members elected from an equal number of respective representative districts. A Representative must be a Hawaii resident not less than three years, is at least 18 years old, and is a qualified voter of the representative district from which the person seeks to be elected. Candidates for state legislative offices who are nominated in the primary election and are unopposed in the general election will be deemed elected to the office sought after the primary election regardless of the number of votes received by that candidate (Hawaii State Constitution, Article III, Section 4). Term: Two years, not subject to term limits.Base Salary (2024): $72,348 plus $225/day if living outside Oahu, $10/day for members living on Oahu; Speaker of the House - $81,024

What is the biggest issue facing your district, and what would you do about it?
Hawaii's economy is still heavily reliant on tourism. What, if anything, should be done differently about tourism and the economy?
What steps would you take to ensure that the state has resources to meet emergency needs in addition to supporting its annual budget?

I have 36 years of Civil Engineering experience in the private sector, County, State, Federal, and Military large scale infrastructure projects. District 17 will benefit immensely from my ability to implement Solid Waste Management and Wastewater Treatment legislative changes.
The Kekaha Landfill Phase II is expected to reach capacity very soon. I will introduce a proposal to revisit the Maalo Road Site which is within the Federally designated six-mile buffer zone. This site is two hundred seventy-acre State owned parcel north of Lihue with the capacity to handle ninety one thousand sixty six tons of annual waste for two hundred and sixty-four years, double the capacity of any other site found to be technically and legally feasible.
Stop funding the Hawaii Tourism Authority (HTA) and focus on tourism management.
The Emergency and Budget Reserve Fund (EBRF) currently around $1.5 billion. Officials are reluctant to use the funds because it helps maintain a good credit rating, which can lower long term financing costs for Capital Improvement Projects (CIP). This year the Governor said we could not afford to add mare money to the fund.
I would introduce legislation to add $200 million to the fund annually as part of the permanent budget.
