Duties: The County Council is the legislative and policy-making body of the Maui County government. Council is responsible for passing the laws that govern the county, as enacted by ordinance and written in the Maui County Code.How Elected: The County Council consists of nine members elected from geographical districts. Members are elected on a nonpartisan basis. A Councilmember must be a resident of the district from which the person is to be elected for at least one year before filing and a qualified voter of the County of Maui.If there are 1 or 2 candidates for a seat, they will appear only on the general election ballot. If there are 3 or more candidates for a seat, they will appear on the primary election ballot and the 2 candidates receiving the most votes will appear on the general election ballot. The candidate who receives the most votes at the general election is deemed elected (Maui County Charter, Article 3, Section 3-2).Term: Two years, limited to a maximum of four consecutive full terms.Base Salary (FY2024): Councilmember - $80,299; Council Chair - $86,336

I am currently seeking re-election for a 4th term as the East Maui Council representative. I have participated in 6 county budgets with our main duties being approving the Mayor's budget proposal, setting the tax rates for Maui county and approving all Capital improvement projects for each government department. In this last budget, we secured more funding for non-profits who saw an increase in domestic violence immediately after the August fires.
I support continued funding for existing tourism management programs. Our community continues to host over 600 vehicles a day in East Maui. Our tourism management program helps to provide clear consistent messaging welcoming visitors while also educating them on the cultural aspect of the area and how to exhibit appropriate behaviors. Visitors have responded well to this education and our community benefits from this new teamwork approach.
One of the major problems that contribute to our affordable housing crisis is housing funded by government subsidies flipping out of affordability too soon and then selling at market rates, thereby becoming unaffordable for our local residents. I continue to support deed restrictions of 30 years or more so we can secure a reliable workforce on the island and see a return in the public's investments through a lucrative property tax system.
Infrastructure continues to be a priority for us and we realize that we cannot address this issue alone. As a result I have supported hiring grant writer positions in each county department to apply for the many federal funding for infrastructure that is currently available. This practice is proving beneficial for our Transportation and Public Works departments who have received federal awards for local infrastructure projects.
