Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 ) Qualifications: Candidate must be a registered voter and a resident of the district for 1 year. Employees of the district are not eligible unless employed as a substitute driver. ORS 332.016 and 332.018(2)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74] In event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Even before COVID and the transition to online learning, school districts struggled with disparities in academic achievement. Educators fear even greater gaps upon their return to classrooms. What strategies will you consider to address these increased disparities?

COVID has shown us the importance of family support in facilitating students’ education. How will you build on this understanding to increase the role of parents in decision making and promote parental involvement in schools?

What is the impact of the pandemic on school budgets and spending priorities? How do you propose meeting these new challenges?

Los distritos escolares ya tenían dificultades con las disparidades en el desempeño académico, inclusive antes del COVID y de la transición al aprendizaje por internet. Los educadores temen que aparezcan vacíos aún mayores cuando el estudiantado vuelva a los salones de clase. ¿Qué estrategias considerará usted para enfrentar el aumento de estas dificultades?

Your Experience/Qualificatons I am an owner and office manager of a large construction company. I am in charge of running our office which includes, but isn’t limited to, schedule and attend any necessary meetings with building officials, inspectors and owners, manage employees and employee production, I do all of our bookkeeping and payroll. I have extensive experience in social media marketing, customer service, public speaking, multi tasking and I have excellent critical thinking skills and I work well with others.

The education disparities that were already prevalent, and are now worse, need to be addressed immediately. Some ideas I have to help would be to constantly express the need for significantly more parental involvement with their children’s education, ensuring parents easy access to teachers for questions and concerns outside of conferences. I would encourage more student accountability and motivation. I would also encourage counselors and faculty to check in more regularly with students and their parents to help ensure success and to identify student needs as quickly as possible.
I have a passion for parental involvement in all aspects of children’s schooling and I am highly motivated to increase family involvement and to attend board meetings, conferences etc so that we can collectively be proactive in addressing issues and concerns right from the beginning; as we are able. More information dispersed on school social media accounts would help parents feel more involved as well.
I have not personally seen the financial impact of the reaction to Covid-19 and how significantly it impacted our districts budget but I am ready to discuss and help with budget and spending priorities once I’m elected.. I feel this is an area I would excel at with more information as I am used to working with a fluctuating budget in my own business and volunteer positions I hold.

Your Experience/Qualificatons I have 8 years experience on a nearby (Glendale) school board. Two years as board chair. Six years on contract negotiation team. I have been on the WDSD budget committee for 4 years. I also have many years of mill management experience. I currently work for Roseburg School District as a lead custodian.
Many of our students have suffered academically and socially as a result of COVID related restrictions and online education. In rural and poorer districts many students have Wifi connection issues. As we return we need to look at ways to have smaller class sizes and more support staff in the classrooms. With budget constraints and difficulty finding enough teachers this is a huge task but one that we must take head on.
As a board member I will always be transparent in my decisions and available to the community. Parents should always feel that their voices are heard. In addition to school board meetings, individuals will always be able to contact me and ask about my decisions on the board. I will always listen to community input.
The pandemic has affected every aspect of the budget. More money has been shifted to technology for online learning. More money is also being spent on cleaning and disinfecting. Although there's been some covid relief money from the state and fed, much of the expense from shifting money from other areas of the budget. Going forward we will need to work with our community partners and school staff to come up with solutions that have the least negative impact on students and staff. In my past experience I have found that when the board and school staff get together for for work shops and brainstorming sessions many issues can be overcome.
