Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ORS 777.135(1)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. We must prioritize our spending on keeping our navigational channels open and maintain boater accessibility for fishing and recreational vehicles as this is our primary mission. We must maintain the public restroom and dollar generating buildings on the Boardwalk. And we need to do it without increasing the tax burden and by keeping our moorage rates within reach. It is also important that these priorities are maintained District-wide, not only in Bandon, but in Coquille and our rural areas.

We must take advantage of grant resources from agencies, foundations and organizations that share our mission. Those public improvements to our District that go beyond necessary services should be pursued first through those means rather than from our general funding. Wind-shielding, for example, will make the Boardwalk amphitheater more usable to the public.. Additional benches for seating on the Boardwalk is desirable, but again would not take priority over delivering those necessary services.
I want to have open and transparent communications so I can represent the wishes of taxpayers in the entire Port district that goes far beyond just Bandon. We must preserve all their assets in the District, especially the marina, and maintain boater accessibility for fishing and recreational vessels. These assets must made inclusive so that those who are impaired, for example, can go fishing at the pier or can safely walk and view the river or lighthouse. And we need to continue to serve as an engine of growth for the economies of Bandon, Coquille, and our rural areas.

Not everyone is comfortable commenting on social media and internet access itself is challenging in some parts of the district. The loss of our weekly newspaper is still another blow for those getting their information and providing their input that way. For many families, the ability to find the time to attend public meetings when they are not working. Involving these residents will mean going to where they are.
Dredging will always be of prime importance to keep our navigational channels open given the sediment accumulation. I am most concerned over maintaining the aging Port facilities, particularly but not only the Marina which must be redeveloped as the existing structures are deteriorating. Dike repair is coming as the north and south jetty deteriorate. Beyond that, I look at how the Port can serve as an engine for living wage jobs in the area. The Marketplace, for example, is one of the few business incubators in the area. Some Port property offers strategic infill opportunities. There is also the Port’s Economic Development Loan fund.

Funding will be crucial. Given the Port District’s track record, securing support for dredging may be the easier to address. The Marina redevelopment and later the dike repair will have incredibly significant price tags requiring more fund raising and grants. . I have a background and have success in both areas, It begins by increasing public awareness.
