Southwestern Oregon Community College Position 7

Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ( https://www.oregonlaws.org/ors/198.010 )Qualifications: Candidate must be a registered voter in the district. Employees of the district are not eligible. ORS 341.326(2), 341.275(2)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Biographical Information

Community college enrollment fluctuates widely due to economic and other factors, requiring fluctuations in the pool of adjunct professors. How will you work with faculty unions and college administration to assure educational excellence is not impacted by changes in enrollment?

What initiatives would you take or support to improve graduation and transfer rates for low-income students and students of color?

A 2019 Hope Center Survey of approximately 8,100 Oregon community college students indicated a significant number of students experienced basic needs insecurity (41% were food insecure, 52% housing insecure, 20% homeless). What steps can community colleges take to help these students achieve their educational goals in the face of such challenges?

Your Experience/Qualificatons No prior school board experience
These past many months of governmental restrictions has taught us to be more reliant on distance learning. I will work with the unions and adminsitration to offer more classes online with more flexible venues (real-time and self-pace). This is expected to make college classes more affordable and convenient for students to take and, I expect, will raise the enrollment rates.
I will work with the local school district board toward increasing dual credit classes. I will also work to increase vocational programs with local internships to increase an easier transition for students into their careers, which is estimated to increase students' recognition of the value of completing a program.
The 2019 Hope Center SurveyFood did not provide clear definitions of "nutritionally adequate and safe food" or "socially acceptable manner" of obtaining food; nevertheless, the benefit of having a local branch of the community college is to give students the option of staying home while attending college and, thereby, reducing homelessness and food shortages. The mission of a college is education. In addition to offering classes which will help students to start their careers, we can of course also disseminate information to students as to which local governmental agencies have as their mission to help address issues of homelessness and hunger.

I am a retired lecturer (adjunct faculty) from California State University, Chico (CSUC). I started as part-time faculty, whose position was dependent on student enrollment. I served on the Academic Senate for 6 years as a lecturer at large. I worked hard to improve lecturer's working conditions at the University; knowing that qualified faculty means quality education. I also served on the College of Communications and Education Governance Board. I was the voice of lecturers in that position It is important to have a stable, well experienced, adjunct faculty to teach in our community colleges. I will be mindful of adjunct faculty positions and support SWOCC in finding and retaining quality adjunct faculty. I am also mindful of the budget constraints of fluctuating student enrollment. I will work with an open mind, listening to all perspectives. I have been appointed to SWOCC Budget Committee. I expect to learn more about how to work within the budget and hire/retain qualified faculty.
At CSUC, I served as Co-Director for the Teacher Diversity Project, in that position we worked with first generation college students who were economically disadvantaged; most students were students of color. We held monthly workshops to support students in their educational pathways. (Much like the TRIO Support Services at SWOCC). We provided stipends for prospective teachers, placing them in local schools to gain teaching experience. We made sure that students learned how to navigate offered financial support (grants and scholarships).I will bring that experience with me to the Board, supporting the mission of providing equitable access to exceptional teaching and learning in a collaborative environment. I would work with existing organizations within SWOCC; ie the Diversity, Equity and Inclusion Committee, TRIO, Southwestern Foundation, and the University Center to further support students to graduate from SWOCC or complete their transfer requirements to a 4-year institution
Getting through college successfully should be a student's primary focus; basic needs insecurity puts that success at risk. When I served on the Governance Council at CSUC, we created a grant funded through our Alumni Foundation, to provide for food and housing security, so as to keep our teacher candidates in their programs. I would bring that experience with me to SWOCC. I would educate myself about the needs assessment at SWOCC, how many students, what is currently being done and what further can be done. I would then want to resource keeping community college affordable, supporting grants, scholarships and programs that currently exist within the SWOCC system to address accessible income for basic needs; as I learn more about my role as a new SWOCC Board Member. I also recognize that I will have the privilege of serving both SWOCC and Curry County. I would want to leverage that to build partnerships that ensures all of our students reach their goals, focused on their education.
