Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ORS 341.326(2), 341.275(2)Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Biographical Information

Community college enrollment fluctuates widely due to economic and other factors, requiring fluctuations in the pool of adjunct professors. How will you work with faculty unions and college administration to assure educational excellence is not impacted by changes in enrollment?

What initiatives would you take or support to improve graduation and transfer rates for low-income students and students of color?

A 2019 Hope Center Survey of approximately 8,100 Oregon community college students indicated a significant number of students experienced basic needs insecurity (41% were food insecure, 52% housing insecure, 20% homeless). What steps can community colleges take to help these students achieve their educational goals in the face of such challenges?

Your Experience/Qualificatons I’m a Grants Pass native and graduate of Grants Pass High School and Southern Oregon University and earned a public Accountant’s License. I’ve worked in our family business Southern Oregon Sanitation from 1981 until retirement in 2015 Serving our community, I’ve been a member of Grants Pass Rotary, a ScoutMaster Chairman of the Three Rivers Hospital Foundation board, and Josephine County budget committee. I currently serve on the boards of Josephine Community Library District, and RCC

The Covid Pandemic has placed a severe strain on the Student, Faculty and Administration. The shift to remote learning has been a difficult process and the pain involved unfortunately has not been spread evenly. Classified and adjunct staff has been impacted the most.

The Board has a fiduciary responsibility to operate the institution in a fiscally responsible manner and in a radically changing environment resulting in steep enrollment decline the natural response was to consider staff reductions through furloughs, early retirements and layoffs. The board has sought to mitigate the financial impact on the staff by considering the sale and or repurposing of real property. This has lead to community partnerships with other entities such as the Boy's and Girls club of the Rogue Valley.

Regardless of the financial situation the Board and administration has tried to work closely with our intuitional partners the classified and instructional labor unions.
My main sector of interest has been in the trades and classes for certificates.

It's always been my position that a four year degree isn't the only path to prosperity. Plumbers, Electricians, Welders, Diesel mechanics are all professions that are in high demand and well paying.

I have advocated at the state level for a change to the current ratio between journeymen and apprentices in both the plumbing and electrical trades.

We work closely with our industry partners in crafting certificate training programs to facility a quick and easy entry into the workforce for student to these industry partners.

I guess you could say I'm passionate about Career training and in the wake of the Ameda Fire, skilled professionals are needed now more than ever.
RCC is well aware of these barriers to entry. We have started a food pantry program at our facilities and are in preliminary evaluation of possible providing a housing option.

We have utilized the SoHope grant to help 1st generation college students and the results have been impressive.

Student services gives the board frequent updates as to the needs of our student. We listen
