4 YR TERM. Mayor presides over the Council reorganization meeting until officers are elected in January of even-numbered years. Administers oaths and affirmations. Enforces ordinances via a police department and serves as administrator when a Borough has its own police department. Votes to break a tie/split vote except when it involves discharging personnel or the mayor has a conflict of interest. Mayor has the right to approve/veto ordinances. Can take part in Council discussions, but cannot make motions or seconds. Declares emergencies for riots and can restrict certain activities during emergencies.
