Issue # 10 - Proposed Charter Amendment Ordinance 226-2018 City of Cincinnati

A majority affirmative vote is necessary for passage.Shall Sections 4 and 5a of Article II, “Legislative Power”, existing Section 3 of Article III, “Mayor”, existing Sections 2a and 2b of Article IX, “Nominations and Elections” of the Charter of the City of Cincinnati be amended to provide that the members of City Council shall be elected at-large for two-year terms?YESNO_____________EXPLANATION: The proposed amendment would change the term of office for City Council members to two years starting with the municipal election in November 2021. Currently City Council members are elected at-large for four-year terms. Council members would continue to be elected at-large. Term limits of four successive two-year terms on council would apply, consistent with term limits currently in place. The terms of the Vice Mayor and the President Pro Tem would be changed from four years to two years in keeping with two-year Council terms. The Mayor will continue to be elected for a four-year term. This issue was placed on the ballot by a vote of Cincinnati City Council. BACKGROUND: From 1927 through 2011 City Council members were elected at-large for two-year terms. In 2012 voters passed a Charter Amendment changing the term of Council members to four years and keeping the at-large election. In the 2013 and 2017 elections Council members were elected at-large to four-year terms.
