St. Louis County Proposition 2

Simple majority required.Ballot wording: Shall the Charter of St. Louis County be amended by addition of a section requiring voter approval of certain land transactions concerning county parks, as set forth in Exhibit A of Ordinance No. 27,131 on file with the St. Louis County Administrative Director and St. Louis County Board of Election Commissioners?Summary: The proposed charter amendment would require voter approval for the sale, lease or other disposal of county park land. Voter approval also would be required for any permanent park structure built for commercial use or any other use not customarily associated with park use. The elections would be countywide except for proposals affecting parks of less than 15 acres. Those votes would be held in the County Council district or districts in which the park is located. The proposition also would limit commercial use of parks to leases of no longer than 10 years or those obtaining temporary permits. Contracts for concessions and recreational services would be allowed without an election if they don't result in physical changes to the park or expansion of a permanent structure. The County Council put this measure on the ballot in the wake of a controversy over a proposed ice rink complex in Creve Coeur Lake Memorial Park.
