The Council adopts local laws (ordinances) to secure the safety and assist the well-being of the city residents, the city's physical environment and amenities, and the city economy. The Council is responsible for approving financial expenditures and adopting the city budget as well as establishing policies and regulations in order to guide the city's future. The elected mayor serves as chief administrative officer for the city.

Experience (300 characters max) Program Manager retired from the Association of Washington Cities; managing a property and liability insurance pool for Washington cities and towns. Fire Chief Emeritus - City of Pullman. Nationally recognized speaker on Municipal Governance, Roles and Responsibilities of Elected Officials.
There are four issues. 1. Knowing the physical location, condition and replacement cost of streets, sidewalks, underground piping, electrical cabling, pump stations, fire hydrants, and drinking water storage. 2. Planning for future replacement before the infrastructure is worn out and fails. 3. Developing a funding strategy to pay for the replacement. 4. Revising long-range plans reflecting repairs or replacement, and to non-funded regulatory mandates from state and federal agencies.
This is a regional issue, not a problem that can be solved by the Town alone. A regional task force with other cities/towns, the county, state agencies and mental health practitioners, social service agencies, affordable housing providers, public transportation, and faith-based organizations, all need to be a part of this regional public private partnership. Cities working independently hasn’t solved the problem.
According to the 2010 Census, 24.7% of our residents are 60 years old or older. I am fully committed to helping our growing senior population. Recreation and education programs at the Senior Center should be expanded. We should develop partnerships with medical providers who can come to Steilacoom on a weekly basis and provide basic medical appointments for seniors. Community policing could be expanded to use volunteers who could make regular home checks on our seniors.
Steilacoom is a diverse community and is welcoming to immigrants. Enforcement of illegal immigration is a federal responsibility.
Expansion of the tax base to include more business and greater sales tax revenues, potentially reducing home owner taxes. Negative traffic impact from non-residents using Steilacoom to bypass JBLM on I-5. Responding to unfunded mandates from the State and Federal governments. Maintaining a quality police department. Succession planning for future retirements of senior town officials.
Expansion of the tax base.
In a Mayor-Council form of government such as Steilacoom, the Council sets broad policy, and the Mayor is the CEO. Consequently, I will communicate with the Mayor when I have questions, ideas to discuss, or potential council meeting agenda items. It is not a Council-member’s role to provide direction to the Town Administrator or to staff. The specific method of communication will be based on the Mayor’s preference.
