The most important issue facing Westchester is fiscal management. Over the last eight years Westchester has been under a self-imposed budget crisis. This mismanagement by the current County Executive's administration has created unnecessary debt, reduced services, deteriorated infrastructure, and created a "fire sale" for our county assets. Priority #1 must be righting our county finances.

As we have seen with the public private partnership for Playland, the burden on the taxpayer does not justify the inclusion of a private manager who will reap the majority of profit. In the case of the proposed public private partnership for Westchester County Airport, it is abundantly clear from the draft of the master plan that expansion will be eventually proposed by the new operator if the proposal is accepted. Drinking water for almost 9 million people could be affected, and the noise and traffic would most certainly adversely affect property values. Priority #2 must be to protect our assets.
In 2015, I proposed implementing a significant energy and water efficiency program for our municipal buildings that would save us millions of dollars annually. I didn't make up these numbers. It was in a report submitted to the County in 2012, that has been euphemistically collecting dust on the County Executive's desk. There is no question that Westchester has lost opportunity to save taxpayers money by not reducing energy and water consumption.

My approach to balancing a budget has been the approach that I have had for my entire 10 years as an elected official. Have honesty as to the importance of the service. Budget conservatively to be as accurate as possible, and to ensure that elastic revenue such as sales tax, if not as strong as predicted, will not put us into a budget shortfall. Protect both the taxpayer and the workforce by ensuring money to settle contracts. Have enough money reserved so when that rainy day comes, Westchester will be able to handle whatever the need.

Flood Mitigation: Successfully working with the Army Corps of Engineers identifying the chosen project to mitigate flooding in the Village of Mamaroneck. We will look for federal funding for the $86 million dollar project that will achieve true relief for residents and business.

Anti-Puppy Mill legislation: Led the way to precedent setting New York State local Law to prohibit the sale of commercially bred cats & dogs. This needs to be expanded at a minimum to all Westchester County and the State of New York. Currently working towards this goal.

Opiate/Heroin epidemic: This is a top priority. Mayor's Drug Culture Committee program addresses this threat to individuals and families. Working with local school systems, parents, students, District Attorney's office, County Court Justices, local Justices, LWV, RADAR, must be coordinated with both County and State agencies to provide programs and education for those that are addicted and tools and choices for those who are not yet addicted.
The VOM has successfully reached contract agreements with CSEA and the PBA by mutual exchange of goals and identify areas that are open for change benefitting both sides. A basic give and take in most situations will result in a timely agreement. I champion this approach for any level of government and particularly for the County Board of Legislators seeking to maintain benefits, social goals, and protection of the resident and business taxpayers living in the highest taxed area of the country.

Identify County owned resources that may be expanded or developed for increased revenue that does not change the County's character and control of its own destiny.

Identify and encourage volunteers to contribute time, expertise, funding and implementation of projects improving the County's quality of life where funds and involvement would not otherwise be available from the County Budget.
