If elected, what are your top 3 priorities?

1) Root out waste, mismanagement, and misappropriation of public funds. I work for the Office, I’ve seen it first hand. I know what the problems are and I know how to fix them. We are losing millions of dollars, year over year, because the Assessor is unwilling to follow the law. 2) Treat all taxpayers the same: with respect, compassion, and honesty. It’s incredible how connected and influential property owners get special treatment aka tax breaks. It’s gross and not fair. I am not in this for myself. I am not looking to boost my profile. I am wholly concerned with doing the right thing by all taxpayers. 3) Improve the lives of employees. For example, I will institute full-time telework. The Office currently refuses to allow its employees full-time telework. This refusal not only lowers morale, increases needless stress, wastes taxpayer money, and it disproportionately impacts women in the workplace. Working from home will increase family time, more family time means a better community. Additionally, telework allows women to do both, be a professional in the workplace and become a mother. Women shouldn’t have to choose between work and motherhood. Additionally, telework will reduce sexual harassment against women or other forms of discrimination: the Assessor’s Office is very much a ‘boys club’, very patriarchal, women are not treated with respect or appreciation. I was raised by a single mother, I’ve seen how hard the work place can be on women. I also have three daughters, I want them to enter a work force that will support them and lift them, not expose them to unfair career choices, harassment, or discrimination. If I can lead an organization such as the Assessor’s Office, I can implement my vision for a fair and equitable workplace that will hopefully spill over into other Office in the County and in the Private sector.

What background, experience and/or education qualify you for this elected office? (You may use your candidate statement here if desired.)

I am a licensed California Attorney. I have been working for the Assessor’s Office for 14 years. I am an expert on Proposition 13. I am an expert on the Los Angeles County Assessment Appeals process. During my time in the Office, I worked almost exclusively with Proposition 13’s change in ownership provisions (probably the most important aspect of our property tax system) and conducted dozens and dozens of hearing before the Assessment Appeals Board as an advocate for the Assessor. I am also successfully sued Assessor Prang for whistleblower retaliation. I won after a multi-week jury trial. I am the only candidate on the ballot wholly concerned with ethics and conscientious behavior.

If elected, what are your top 3 priorities?

1. Improve transparency and public access. Many property owners do not understand how their assessments are determined or what steps to take if they have questions or concerns. I will prioritize clearer explanations, modernized online tools, and user-friendly systems that allow taxpayers to easily access and understand their property data. The goal is to make the Assessor’s office more accessible so that people can engage with the system before problems arise, not only after.

2. Strengthen accuracy and consistency in valuation. The Assessor’s primary responsibility is to fairly and accurately determine property values in compliance with California law. I will focus on improving data quality, applying consistent valuation standards across all property types, and ensuring that assessments reflect real market conditions as closely as possible. Even small inconsistencies can have significant impacts on taxpayers and public revenue, so precision and uniformity are critical.

3. Use data to support smarter growth and a stronger tax base. The Assessor’s office maintains one of the most comprehensive property datasets in the county, yet it is often underutilized. I will work to make this data more accessible and actionable by identifying patterns such as underutilized land, persistent vacancies, and changes in property use. This information can help inform better decisions related to housing production, economic development, and long-term tax base stability. By improving how land is used—not raising tax rates—we can support a stronger and more sustainable revenue base.

I am a real estate appraiser and housing economist with a professional background directly aligned with the core function of the Assessor’s office: determining property value. I have spent years analyzing property data, market trends, and valuation methodologies, giving me a strong technical understanding of how assessments are calculated and how they impact homeowners, businesses, and local government.

My work has focused not only on valuation itself, but also on how property systems function in practice. I have worked with property owners navigating assessments, appeals, and valuation changes, and I have seen firsthand how complex and difficult the system can be for the public to understand. Many people are unclear about how their property value was determined or what options they have if they believe it is incorrect. That experience has shaped my emphasis on transparency, accessibility, and clearer communication.

In addition, my background in housing economics provides a broader perspective on how property values interact with housing supply, land use, and economic conditions. I understand how assessment practices connect to larger trends that affect communities across Los Angeles County.

I am not a career politician; I am a valuation professional. My approach is grounded in accuracy, consistency, and accountability. I believe the Assessor’s office should operate as a modern, data-driven institution that the public can trust. By combining technical expertise with a commitment to improving public access and understanding, I aim to strengthen both the quality of assessments and confidence in the system.

My top three priorities as Assessor are centered on fairness, integrity, and modernization.

1. Fair, Accurate, and Equitable Property Assessments I am committed to ensuring that all property—residential and business—is assessed consistently, fairly, and in full compliance with the law. Accuracy and equity are essential to maintaining public trust and ensuring that the property tax system treats every taxpayer fairly while supporting the vital services our communities rely on.

2. Transparency, Accountability, and Public Trust I believe that public confidence must be earned and protected every day. That is why I have prioritized strong ethics policies, internal controls, and quality assurance measures to safeguard the integrity of our work. My goal is to ensure that the Assessor’s Office operates with the highest standards of accountability and professionalism.

3. Technology Modernization and Operational Efficiency Modernizing the Assessor’s Office has been one of my central goals. I have led efforts to replace outdated systems with a fully digitized, cloud-based platform that improves efficiency, enhances accuracy, and makes information more accessible to the public. This transformation allows us to deliver faster, more reliable service to taxpayers.

I bring nearly three decades of public service experience and a proven record of leadership in local government. I have served the people of Los Angeles County as Assessor since 2014, and prior to that I served for 18 years on the West Hollywood City Council, including time as Mayor. Throughout my career, I have focused on delivering effective, ethical, and transparent government services.

As Assessor, I oversee the largest local public property assessment agency in the nation, responsible for valuing more than 2.4 million parcels and hundreds of thousands of business properties with a total assessed value exceeding $2 trillion. This work forms the foundation for more than $20 billion in property tax revenue that funds schools, public safety, healthcare, and other essential services.

My experience includes leading a comprehensive modernization of the Assessor’s Office, replacing outdated systems with a fully digitized, cloud-based platform that has improved efficiency, accuracy, and public access to information. In response to the 2025 wildfires, I directed rapid reassessment efforts for more than 18,000 damaged properties, ensuring affected homeowners received timely property tax relief and refunds while maintaining stability in local revenues. I have also implemented strong ethics reforms, enhanced internal controls, and expanded public outreach to ensure taxpayers understand their rights and available relief programs.

In addition, I have worked closely with state and local leaders on legislation affecting property taxation, disaster relief, and fairness in assessments. My background in public policy, administration, and community engagement has prepared me to manage a large, complex organization while remaining responsive to the needs of residents, businesses, and local governments.

This combination of hands-on executive experience, policy leadership, and long-standing commitment to public service uniquely qualifies me to continue serving as Los Angeles Count

If elected, what are your top 3 priorities?

1. “ENSURE ALL TAXPAYERS ARE TREATED FAIRLY” and restore the publics' trust in the Assessor’s office. I will “ESTABLISH A FULLY TRANSPARENT OFFICE”. No secrets. No closed doors. No special deals for special friends.

2. Support and help “SAVE PROPOSITION 13”. We need to protect homeowners, taxpayers, and senior citizens from being excessively taxed and forced out of their homes. Saving Proposition 13 will also help the local neighborhood mom & pop store owners.

3. INCREASE Homeowner Exemption. Homeowner exemption was last updated in 1974 (52 years ago) to $7,000 (saving homeowners roughly $70) it is long overdue for an update and an increase. “I will support and help write legislation to increase homeowner exemption from $7,000 to $500,000 (which will increase the tax savings from $70 to $5,000), which is a more meaningful tax saving for taxpayers.”

In addition, I would support legislation that would “TOTALLY ELIMINATE PROPERTY TAX FOR HOMEOWNERS” who occupied their home as their principal place of residence. Other States are in the process of doing just that. I would help California do the same.

Totally eliminating property tax will help fixed-income senior citizens, keep and stay in their homes. This will also help the younger generation as a first-time home buyer. People who pay rent can generally afford a mortgage. It’s the addition of (an ever-increasing) property tax that is a barrier to entry for most people.

What background, experience and/or education qualify you for this elected office? (You may use your candidate statement here if desired.)

As a veteran “Deputy Assessor” with “26 years of actual HANDS-ON WORK EXPERIENCE” in the Assessor’s Office. I am the ONLY Assessor candidate with the MOST years of work experience, that’s fully crossed-trained, certified; and has worked in BOTH Real Property and Personal Property divisions.

Working 26 years at the Assessor’s office, I have rotated through-out the office to different positions and assignments. I have seen and experienced the problems, deficiencies, and years of work backlog that has plagued, and sadly "CONTINUES TO PLAGUE" the Assessor’s office. This in turn affects taxpayer being assessed timely and fairly. On top of all that, taxpayer and Assessor employee morale is at its all-time low.

With my degree in management and human resources (from Cal Poly Pomona), and my 26 years of actual hand-on work experience, with my empathy and insight; I am capable and eager to tackle the inefficiencies, and work backlog that has plague the Assessor’s office FOR YEARS.

When elected, I will “SERVE THE PUBLIC” efficiently, effectively, timely, and most importantly “FAIRLY”!!
