Hillsborough County Property Appraiser Choose 1

The Hillsborough County Property Appraiser is an elected official charged with the duty and responsibility to appraise all of the property in the County. This includes real estate and tangible personal property (the equipment, machinery and fixtures) of businesses. The Property Appraiser is required by law to assess all property within the county each January 1st. In Hillsborough County, this means the Property Appraiser determines the market value for hundreds of thousands of individual parcels, including residential, agricultural, multifamily, commercial and industrial, as well as thousands of personal property accounts.In addition to appraising property, the Property Appraiser must administer homestead exemptions, agricultural classification, determine the eligibility of certain religious, charitable, educational and municipal property for tax exemption, as well as administer widow, widower s and disability exemptions. The Property Appraiser also maintains current and up-to-date legal descriptions and ownership tax maps of all the real property in Hillsborough County.This is a 4 year term beginning January 7, 2025. Salary $194,074 annually.

What are your qualifications to serve as the Property Appraiser?

With my 30+ years in the Consumer Package Goods Industry, I have been in multiple roles throughout my career. I was successful throughout that career being promoted multiple times with increasing roles of responsibility.

During the latter part of my career, I was in a liaison type role where I communicated the Marketing Teams vision and allocated millions of dollars to ensure efficiency in all spending to meet the company’s financial goals.

Every transition I made throughout my career was new. The first 3-6 months I would dig into the details of the role and by the end of the first year, I had developed an intricate knowledge of the role I accepted.

I excel in understanding data, market trends and financial expectation.

What distinguishes you from the other candidate?

As a constitutional position, the role of Property Appraiser is limited in what they can do. The area of opportunity I see is to structure how we Appraise a Property fairly & equitably. The current office appraises property with 3 methodologies; Market, Cost or Income. There is no priority to this method. It is solely up to the Property Appraiser. I will ensure that my office establishes strict criteria, known to the public, the Priority we will follow. I will not arbitrarily choose what works for the County, when the county could benefit from a higher tax rate. I will work with the County Commissioners to ensure the laws emulate those priorities. This will enable all parties to always use the same methodology with no second guessing.

What are your top three priorities for 2025?

1.) To review all current appraisals to determine if any bias resides within the system. 2.) I will then take, by the Priority identified above, a consistent review of all Property Appraisals. If there are biases’ I will review the existing laws that offer me latitude to apply any & all adjustments. This may & would include complete reviews of the properties in question. 3.) Once this is complete, I will meet with the Legislature & or the Commissioners to identify the potential impact to the tax receipts.

As I review these properties, my office will always use the same priorities list (Methodologies), as I said earlier, so it will always be fair & equitable.

What are your qualifications to serve as the Property Appraiser?

I am a Certified Florida Appraiser and have served as Hillsborough County's Property Appraiser since 2013. I have made it my mission to modernize the office and improve service to the public. During my tenure, our office launched the first-ever mobile version of the HCPA website, implemented a new property appraisal system, and created a new citizen liaison position to help residents with their property assessment questions. Additionally, through modernization and streamlined process, I have been able to keep staff size below the number when I first took office, while improving services to the public. I also am a strong advocate for property owners, and have worked hard to protect homeowners from unfair property tax increases.

What distinguishes you from the other candidate?

Every four years the voters of Hillsborough County conduct a job interview based on Performance and Results. I have had the blessing and honor to serve as Hillsborough County Property Appraiser since 2013 and have an in depth understanding of what the property appraiser’s office does, have served as president of the Property Appraiser’s Association of Florida, and our office has received the Certificate of Excellence in Assessment Administration twice from the International Association of Assessing Officers. As a result of our innovative approaches, we have been able to cut the budget three times during my tenure. When it comes to valuing someone’s most valuable asset, experience matters.

What are your top three priorities for 2025?

From assessments to outreach to customer service, we will continue to seek new ways to innovate to ensure we remain one of the most efficient and effective property appraiser’s office in the nation. Additionally, although our website remains one of the most beloved property appraiser’s website in the state (just ask anyone who is a frequent user), we will be updating it to ensure the resources, data, and tools available become even more robust and useful to the community. I also plan to lead the office in seeking the Governor’s Sterling Award that would align with an updated strategic planning process and, based on my legislative experience, plan to lead an effort for some meaningful ad valorem tax reform that will benefit taxpayers.
