What are the two most important challenges facing Florida and, if elected, what actions will you take to address them within your first six months in office?

First, Florida families, seniors, and small businesses are struggling with rising housing costs, insurance, property taxes, and everyday expenses. I will continue working for meaningful property tax relief, fiscal responsibility, and reduced unnecessary regulation. My HB 1329, signed into law this year, increases local government budget transparency and accountability. Government must live within its means, just as families and businesses do, without sacrificing public safety or essential services.

Second, rapid growth continues to put pressure on our infrastructure, water resources, and public safety. I will continue prioritizing responsible infrastructure investments, protecting our water quality and natural resources, and supporting law enforcement and first responders.

My focus remains on limited, accountable government, individual liberty, responsible spending, and keeping Florida safe and affordable.

If documentary proof of US citizenship becomes necessary in order to register to vote, how would you help those Floridians, especially women, who no longer have or don’t have easy and affordable access to documents to prove citizenship, such as certified birth and marriage certificates?

Only eligible U.S. citizens should vote in our elections. Protecting election integrity, maintaining accurate voter rolls, and ensuring every lawful vote is protected are fundamental responsibilities of government.

I supported and co-introduced legislation this session, now law, strengthening citizenship verification and safeguards in Florida’s elections. At the same time, eligible citizens should have a clear and efficient process to establish citizenship. For those needing replacement or supporting records, including after a name change, the state should provide clear information and reasonable access to necessary documentation.

Election security and voter access are not competing principles. We can help eligible citizens comply with the law while ensuring that only those legally entitled to vote are registered and voting.

Insufficient affordable housing is hurting Florida families and limiting Florida’s economy. What state measures do you support to address the affordable housing crisis, beyond tax and insurance reform, for both homeowners and renters?

Florida needs more attainable housing options for working families, seniors, and our growing workforce, while protecting property rights and recognizing that every community has different needs.

I have supported affordable housing legislation in the House and will continue working to reduce unnecessary regulations, permitting delays, and government-imposed costs that make housing more expensive. We should encourage private investment and public-private partnerships that expand workforce housing so teachers, first responders, healthcare workers, and other employees can afford to live in the communities they serve.

We must also help seniors age in place and remain in the homes and communities they worked a lifetime to build. My focus is increasing housing opportunities and homeownership while removing unnecessary barriers and avoiding one-size-fits-all mandates.

Under what circumstances would you support access to abortion?

I am pro-life and believe in the inherent value and dignity of every human life. I believe we have a responsibility to protect the most vulnerable among us while treating women and families facing difficult circumstances with compassion and respect.

Florida law already establishes protections for unborn life while recognizing limited exceptions. I will continue to advocate for a culture that values life and supports women and families by ensuring access to the resources, healthcare, and assistance they need during pregnancy and beyond.

With respect to preemption and home rule, is the relationship and balance of power between state and local governments in Florida appropriately addressing local issues or how should it be redefined?

I believe government works best when decisions are made as close to the people as possible. Florida’s Constitution provides for home rule, and local governments should have flexibility to address issues unique to their communities.

At the same time, home rule does not eliminate the state’s responsibility to the people of Florida. When local governments fail to address the legitimate concerns of their residents, or when individual rights, statewide interests, or consistency under the law are at stake, the Legislature may have a duty to act. We are also elected to represent the people.

I have opposed one-size-fits-all approaches when they fail to recognize differences among communities or industries. Preemption should be used carefully and deliberately, and I evaluate each proposal based on its impact on taxpayers, businesses, property rights, individual liberty, and local communities.

Equitable and affordable access to healthcare is declining, in part due to the decrease of federal insurance subsidies. At the same time, more Medicaid costs are being pushed onto the states. How should the state address these issues?

Floridians deserve access to quality, affordable healthcare, but simply shifting more costs from Washington to Florida taxpayers is not a sustainable solution. We must address the underlying drivers of healthcare costs while protecting services for those who depend on them.

I have worked to improve access to care. My HB 809, signed into law this year, helps retain healthcare providers serving communities with critical needs. I will continue supporting greater competition and transparency, addressing healthcare workforce shortages, and removing unnecessary barriers that increase costs without improving patient care.

Medicaid must be responsibly managed for those it is intended to serve. Florida should focus on patient-centered solutions that increase choice and access to care without creating unsustainable new obligations for taxpayers.

Polls indicate the public is more concerned about the cost of property insurance than property taxes. What is your view and why?

Both property insurance and property taxes are significant affordability concerns. For many Florida families, seniors, and small businesses, it is the combined cost of owning property that matters.

I have worked on both issues. This session, I sponsored legislation to increase transparency in residential property insurance and give homeowners more information and protection, as well as legislation to provide Citizens policyholders greater choice in resolving claims disputes.

Florida must continue working toward a stable, competitive insurance market that attracts carriers, increases consumer choice, and puts downward pressure on premiums. At the same time, I continue to advocate for meaningful property tax relief. Our goal should be straightforward: make Florida more affordable while protecting homeowners and taxpayers.

1) FLORIDA'S EXPANDED SCHOOL VOUCHER PROGRAM is straining public school budgets, while private and charter schools avoid public regulatory burdens. ACTIONS: Conduct a forensic audit of the funding system. Cap annual voucher awards to stabilize district budgeting. Fix disbursement timelines so funding genuinely follows the student.

2) WATER QUALITY AND QUANTITY. Florida's surface waters are impaired and often fail to meet clean water standards. Population growth, drought, and wastewater deficits further strain water resources. Unchecked groundwater over-pumping threatens saltwater intrusion and promotes ground settling and sinkage.

ACTIONS: Deploy advanced surveillance and technology to improve water quality (especially through wastewater processing). Enact a state moratorium on hyperscale data centers to protect groundwater and springs. Develop a clear plan with infrastructure contingencies to clean and maintain water resources.

This measure addresses a non-existent issue unsupported by data, while posing an unacceptable assault on women’s voting rights since the rule disproportionately impacts women.

If enacted, the state must implement structural safeguards to protect voters: COST FREE PASSPORTS: provide women with expedited and free passport issuance at least 12 months prior to implementation to prevent an unconstitutional poll tax. DOCUMENT ACCESS: mandate a 12-month state and county grace period providing electronic access to free duplicate birth and marriage certificates (country-wide). EXCEPTION STATUS: establish a clear alternative pathway utilizing secondary documentation (tax returns, work records, and Social Security records) for individuals unable to secure primary documents. Require county election officials to review and rule on exception status documents within six weeks of submission, issuing a "citizen certificate" for voting purposes.

• Hold developers strictly accountable for promised affordable housing units; enforce their agreements or immediately rescind project approval. • Mandate a higher percentage of affordable units in new residential developments, focusing on high-density opportunities. • Maximize HUD loans and Low-Income Housing Tax Credits (LIHTC) to fund construction and rehabilitation projects. • Cap short-term rentals within geographic areas or offer property tax relief to owners who commit to long-term leasing. • Lower property insurance costs to reduce landlord overhead, motivating them to decrease rents. • Track and control large-scale housing acquisitions by international groups and conglomerates to prevent artificial shortages in rental and purchase markets.

Under what circumstances would you support access to abortion?

Medical procedures should be decided solely by a patient in consultation and with guidance from their physician, free from the interference of unqualified legislators.

Pregnancy termination often involves complicated factors such as physical and mental health issues, lethal fetal malformations, and terminal genetic defects. This complex situation cannot be addressed with legislation.

GOVERNMENT OVERREACH: most legislators—regardless of their civilian professions—lack medical training and have no role dictating healthcare choices.

THE PRINCIPLE: allow trained physicians to practice medicine and empower patients to make deeply personal decisions guided by their conscience and faith without government interference.

With respect to preemption and home rule, is the relationship and balance of power between state and local governments in Florida appropriately addressing local issues or how should it be redefined?

The "Live Local Act" is a wolf in sheep's clothing, transferring sweeping power to developers while local governments bend to their will through variances, code changes, permit approvals, Planned Unit Developments (PUDs), and comprehensive plan alterations.

Local issues with direct local impact—such as short-term rentals, zoning codes, development density, wetland preservation, and habitat protection—must be decided solely by local governments rather than state dictates.

Citizens and local officials must protect their communities from the consequences of the Live Local Act NOW by utilizing specific strategies: PROTECT EXISTING EXCLUSIONS: safeguard farms, conservation easements, and wildlife corridors. SECURE NEW EASEMENTS: actively establish new conservation easements on priority parcels. CODIFY ENVIRONMENTAL ENFORCEMENT: demand strict, enforceable local environmental protections. CREATE CHARTER AMENDMENTS: promote local charter amendments to shield targeted properties.

How should the state address these issues?

Florida's failure to expand Medicaid—combined with lost federal ACA subsidies—has pushed countless residents off their insurance plans, forcing uninsured families to rely on emergency rooms for primary care or go without treatment entirely.

The attack on public health initiatives—including vaccines, neighborhood clinics, and childhood food and wellness programs—poses a catastrophic cost to both human life and state finances.

KEY POLICY SOLUTIONS: UNDERINSURED FUND: require for-profit health insurance companies to contribute to a dedicated fund supporting the underinsured. NEIGHBORHOOD CLINICS: establish a network of localized clinics specifically dedicated to treating individuals living below the poverty line. PHYSICIAN RECRUITMENT: Florida struggles to attract doctors due to a high underinsured population and restrictive state laws dictating medical practices. Recruiting top medical professionals requires ending legislative interference in healthcare.

Polls indicate the public is more concerned about the cost of property insurance than property taxes. What is your view and why?

PRIORITY CONCERN: years of insurance lobbyist influence on Florida legislators have left homeowners without relief. It is time to legislate for homeowners and reform practices causing unaffordable rates.

Solutions: MULTI YEAR POLICIES: offer three-year policy options (instead of annual renewals) to stabilize costs and assist with budgeting. POLICY BUNDLING: expand auto and homeowner policy bundling options to provide deeper discounts for policyholders. CATASTROPHIC RESERVE FUND: require insurers operating in Florida to contribute to a state catastrophic reserve fund to act as a fallback after hurricanes, tempering extreme weather-driven rate spikes and stabilizing the market.

SECONDARY CONCERN: Necessary property taxes fund tangible services (trash collection, libraries, parks, streets, and mosquito control), but property appraisal fairness must be addressed. Appraised values frequently fail to reflect true market values—especially in volatile real estate markets.
