I’m the current state representative in the 113th district. I serve on the Water and Agriculture Committees in Topeka, committees that are important to our rural way of life. I believe that I’m the candidate in this race who best represents our conservative, rural values.
I intend to address property tax reform by pushing for repealing the state 20 mill property tax and paying for it by repealing 1 million of the total 8 million worth of sales tax exemptions that exist.
I’ve introduced legislation to limit eminent domain and push for more due process protections for property owners.
Preserving water in Kansas is important, and my role on the water committee is important in addressing that issue. I support voluntary conservation efforts like LEMA’s and WCA’s.
I’m entirely opposed to the gut and go process. I would vote to do away with that entirely. Not changing the content of bills through the gut and go process would go a long ways in making it easier for Kansas citizens to follow bills.
I have voted for some bills that tighten election laws in Kansas, because I believe that’s what the majority of my constituents support. However, I believe our elections are secure in Kansas, and I would oppose major changes to our election laws such as banning mail in voting. I believe that older and disabled voters must have the option of voting by mail.

Personal Biography
My name is Jo Ann Roth. I am a candidate for State Representative, 113th District which is located in central Kansas; parts of Barton, Pawnee, and all of Rice, Stafford and Rush Counties. My husband of 46 years and I reside in the Roth family home located in Ellinwood, which was built by Kent’s parents, Walter and June Roth, in 1939. I was employed by the federal government in the United States Department of Agriculture, Farm Service Agency (FSA), for a dozen years in Barton County, Kansas.
Community/Public Service
My past leadership training includes: I was a member of Kansas Agriculture & Rural Leadership (KARL IV) 1998-99, touring Kansas Industries and traveling to Washington DC and South America, Chili & Argentina. I am currently a member of Kansas Farm Bureau and grew up on a farm north of Cheyenne Bottoms; I am the daughter of Bob and Bonnie Wirth. My Dad was a full time farmer and part time Union Carpenter. I also belonged to a Labor Union, like my Father and Grandfather, when working for the Federal Government.

My maternal Grandfather, George Walter, immigrated to this country as the Bolshevik Revolution came to a bloody end in Russia. George Walter grew up in Mykolaiv, Ukraine, near the seaport of Odessa. He became a member of the Czar’s White Guard at 15 years of age. My Grandfather was wounded during World War I, and fought in the White Army during the Czar’s final days.
As the Red Army took control, an older sibling made it possible for 19 year old George Walter to travel by ship from the port of Odessa to Tunisia. From there he made his way to Hoisington, Kansas.
After George began receiving Rail Road Retirement benefits he confided in me that he was always worried that the Bolsheviks might come over to this country to harm his family.
Public Health, Safety and Privacy.
Larned State Hospital is understaffed. While community-based programs are essential, we must not neglect Larned State Hospital for employee, patient and public safety.
Billions of dollars which would have been paid to Kansas Hospitals and Healthcare Providers have been lost due to the failure of the Legislature to expand Medicaid. I support expansion of Medicaid in Kansas.
The People of Kansas voted overwhelmingly in August 2022 to keep personal autonomy, the right to control one’s own body, a constitutional right in Kansas.
The Republican Incumbent for the 113th recently disrespects the will of the people and continues to sponsor Bills which would ban abortion and birth control pills. See HB 2009
Regular order should return with proposed laws subject to public hearings with both sides given equal opportunity to be heard.
Recent changes to K.S.A. 25-4153(k) infringe on freedom of speech and freedom of association and should be changed to allow County Political Committees to hold meet and greet for all their candidates seeking public office. Debates should be encouraged. I support the fullest voter participation in Kansas Elections.
