I am a retired Bilingual(Spanish/English) Special Programs Instructional Assistant. I worked on the executive board of Oregon Association for Bilingual Educators(OABE) and was of a member of the National Association of Bilingual Educators(NABE). As such, I worked with OABE with planning, organizing, and conducting regular and annual OABE conferences and trainings.
The COVID-19 has exacerbated the already challenging public school concerns around school attendance, class sizes and increasingly diverse student populations. Now, students are headed back to the classrooms, to the concern of some families and elation of others. There are groups whose students thrived on distance learning and others who report all kinds of problems with it. I would like to suggest a frank discussion with community, schools and families, focusing on the debate around the in-school vs distance learning vs hybrid learning. How could we resolve this in a manner that most would be happy with and feel their children’s needs are being met? It’s a complex, multifaceted scenario, so we should be addressing the concerns people have, as soon as possible.
I would work cooperatively in building trust, encouraging communication with students/families, schools and the community of Dallas. We would strive to meet the challenges of the Board to 1. Hire a new, fully qualified superintendent, and 2.Assist in dealing with challenges of declining enrollment in the schools and meeting the growing demand for distance education.
As I explained in the previous answer, we must strive to meet the needs to provide in-school and virtual instructions. During the Pandemic, families learned the value of distance learning vs. in-school learning and how it meets their needs. There will possibly be a significant demand for the virtual learning module.

1. Get students totally back in school.
2. Teachers, school administrators, parents, students, and schoolboard meeting together to have a united front for helping the young people prepare for their lives beyond high school. That would include college, tech. school, a trade, entrepreneurship, or maybe military.
3. Listen to other ideas.
These students are for future of our country. We need to help them prepare.
Adults (teachers, parents, administration, and schoolboard need to meet and communicate. Teachers need to know parents and vice versa. Email needs to be used both ways to help connect.
Fun times need to be planned to help students want to participate .
It doesn't take a lot of words, but it does take a lot of action.
Budget and spending priorities have been a. total shake up this last year. I have done accounting for a number of years for large and small businesses.. A budget has so much money to be spent. Put it were it is most needed first. As I understand it there is $13,000 spent per child. I do understand there is overhead, but I don't believe a budget is that much of a challenge. Surely not as large as the problem of getting the students prepared for adult life.
