Special districts in Oregon are formed to govern specific resources. Examples are people’s utility districts, library districts, sewer districts, irrigation districts, ports and cemetery districts. Some districts get revenue only from taxes. Others, such as water districts, get revenue from ratepayers. Others may combine the two sources. Each district is governed by a board of directors which is responsible for the operation of the district and its financial accountability. ORS 451.410Salary: A member of the governing body of a district may receive an amount not to exceed $50 for each day or portion thereof as compensation for services performed as a member of the governing body. Such compensation shall not be deemed lucrative. The governing body may provide for reimbursement of a member for actual and reasonable traveling and other expenses necessarily incurred by a member in performing official duties. [1971 c.403 §2; 1983 c.327 §2; 1983 c.740 §53a; 1989 c.517 §1; 1995 c.79 §74]In Event of Vacancy: Except as otherwise provided by law, a vacancy in an elected office in the membership of the governing body of a district shall be filled by appointment by a majority of the remaining members of the governing body. If a majority of the membership of the governing body is vacant or if a majority cannot agree, the vacancies shall be filled promptly by the county court of the county in which the administrative office of the district is located. Libraries are being asked to act as internet hubs or to provide internet connections in regions where students do not have access to high speed internet, especially since schools have gone, in varying degrees, to remote learning. What kinds of services should libraries provide to their communities? What new services do you see libraries providing to their communities in the future?

How do you plan to involve residents of the district in decision making; how will you keep them informed of district activities?

I believe that the library should offer free classroom instruction on how to maximize their learning and communication experiences using the technology that is currently available. This could include not only online software like Kindle and Libby, but also basic search and communication applications.
I want to leave my contact information at the front desk so that patrons can communicate directly with me about ideas they may have for improvements to library services.I promise to research thier ideas and report back to them. I will help them present thier ideas to the board.
Silver Falls Library is a jewel. It is one of the reasons Silverton is a special place. I want to keep this jewel shiny.

I fully support libraries serving as a hub for all sources of information and communication: internet, newspaper, research, etc. I would love to collaborate with library staff to explore the feasibility of the following ideas: * Expanding the library's current physical facilities * Creating reservable rooms sized for 1-5 people for study, small group meetings, and remote work * Pick-up/drop-off lockers for "Library of Things" and community borrowing program facilitation * Device check-out program for students and others without reliable access to technology * Public access community broadcast radio * City scale mesh internet for use during emergencies
I hope that community members who have issues, concerns, or ideas will contact me directly. We're fortunate enough to live in a small town, so it's very easy to make our voices heard to those who represent us.
I am a strong believer in the power of libraries as free and public spaces. The operations of the library require strong community support and involvement in the form of the Board, whose role is to support the staff and help them shape a vision for the library's future. I am excited about the potential for transformation of what the library means to the community, as a facility, but also as a service and a hub of activity.
