The City of Syracuse continues to rank highest in the nation in its number of residents living in poverty. What needs to be done at the County level to reverse this trend? (1000 characters)

1. Open and responsive government. Currently, the legislature meets at times that minimize citizen participation. I will work for changing meeting times to allow maximum participation as well as work to have meetings streamed and archived. I also will regularly hold town halls and meetings to give my constituents easy access to their government. 2. Enhance economic opportunity in Onondaga County by working for a living wage for all county workers and contractors as well as a fair and equitable sales tax distribution plan. I also want to reform and reassess the role of the county industrial development agency. 3. Promote environmental sustainability by working to bring green jobs here and modernize our county-wide sustainability plan that has been left to sit for years.
The state of poverty in the city is unconscionable. The can be an engine or an anchor for Onondaga County. On a county level, we need to work with the city government to pull in the same direction rather than always be fighting and working against each other. That means that compromise will have to happen for both sides. Among specific reforms would be making sure that the county and city IDA's are not competing against each other or other local municipalities. We need to look for consolidation of resources, but only where it makes sense and only where there are real gains to be made. Most importantly, we need to look for ways to bring jobs with living wages to Onondaga County so that residents can work and achieve and pull themselves out of poverty. I believe that opportunity is what is needed here and that the citizens will do the rest.
