Somerset County Clerk

The office of the County Clerk records land records and related legal documents that deal with land situated in Somerset County. Administers oath to notaries public, takes and processes passport applications, records trade/business name certificates, files military discharges, issues honorable discharge identification card to veterans, issues veterans’ peddlers licenses and files sub-division maps. Receives petitions and designs sample ballots, machine ballots and vote-by-mail ballots for elections. Issues vote-by-mail ballots, tabulates election returns and issues certificates of election.The Somerset County Clerk serves a five year term.

What are the constitutionally mandated responsibilities of the office and why are you the best qualified to address them?

A proportion of the staff in the Clerk's office is permanent, i.e. protected by civil service. If you are elected, what discretion will you have in hiring staff?

In your view, what are the biggest issues facing the Clerk's Office at this time?

Qualifications/Experience I have direct experience in the required role, having been a deputy County Clerk in Champaign County, Illinois, where I ran the voter registration and election judge programs, and I have extensive experience in maintaining and curating data at various publishing houses, keeping current with industry best practices and trends in data integrity and security.

The state constitution requires the County Clerk to conduct the elections (maintaining voter roles, creating the ballot, ensuring a fair and accurate count of the ballots case, etc.), maintain the vital records for the county where municipalities do not do so, file and record transfers of property and documents of title, assist people to become a notary public, process passport applications, and file business trade names. My experience is given above.
When I am elected, I will conduct a full review of the civil service and at-will employees as part of my effort to get to know them, and understand how the work has been allocated in the past as well as the skillset of the employees and their desire to grow in their roles. I have not decided to keep or replace any at-will employee.
First, as Somerset County grows and as data becomes more important, we need to maintain the integrity and security of that data, while making it more accessible to those who require it. Second, we need to utilize technology more effectively to improve the responsiveness to public needs and to make the office more user-friendly for the increasing number of constituents. Finally, to increase that accessibility, I would like to see satellite offices on a rotating basis throughout the County.
