The City Council is the legislative body for the City. The Council adopts local laws (ordinances) to secure the safety and assist the well-being of the city residents, the city's physical environment and amenities, and the city economy. The Council is responsible for approving financial expenditures and adopting the city budget as well as establishing policies and regulations in order to guide the city's future. The elected mayor serves as chief administrative officer for the city.

Experience (300 characters max) I have served as the public service Council for two large law firms performing only pro bono work. I have also served as a court-appointed guardian ad litem. I have volunteered on many boards for nonprofit organizations. I am also an artist and show my work at a local gallery.
The biggest issue challenging Coupeville infrastructure is the contamination of one of the wells with perfluorooctanic acid. While I know that our mayor is talking with the Navy trying to find a solution, I fear that the town will need to take action on its own. We need to look at solutions to this problem.
Homelessness has become a major issue all over Whidbey Island. Oak Harbor has been able to provide more food and shelter than Coupeville. Coupeville needs to encourage the building of low-income housing. I believe we can do that by waving or decreasing fees for planning and permitting the development of this housing
Senior citizens are a major part of the population of Coupeville. We can support senior citizens through the provision of Medical Care and Emergency Services. Our local fire department has gone a long way by providing AEDs in several locations and training people to use them. We may also be able to support seniors, by decreasing utility rates for those with low incomes.
Our town has very limited law enforcement resources. We have one town Marshal whose time and energy should be spent keeping the peace and protecting our citizens.
I believe that our town needs to work with the Navy to find a balance between the need for training flights and the tourist economy of Coupeville. We could seek to reduce flights during the summer tourist season and limit flights over the populated city limits. We also need to ensure at any new development in the town occurs in a safe and reasonable manner while protecting the historic nature of our town.
I believe the issue of our contaminated water is the most important issue of those listed above.
In working with the mayor and other town staff, I feel it is important to have relationships that allow for respectful discourse regarding issues facing the town. All must feel safe in voicing opinions in order to have the best problem-solving abilities. Additionally as an attorney, I have learned how to research issues thoroughly. I have the time and ability to seek information and provide it to those addressing problems.
